Preschool education institutions as mentioned in these Regulations refer to kindergartens, nurseries and other institutions that provide care and education for preschool children.
The pre-school education facilities mentioned in these Regulations refer to the houses, venues and other supporting facilities used for pre-school education. Article 3 Preschool education shall follow the principle of combining conservation with education, and provide preschool children with physical, intellectual, moral and aesthetic education to promote their all-round and healthy physical and mental development. Article 4 The people's governments of cities and counties (districts) shall, according to the social and economic development of their respective administrative areas, formulate, promulgate and implement the development plan of preschool education, so as to promote the balanced development of preschool education.
County (District) people's governments shall set up pre-school education institutions to play an exemplary role.
Encourage and support citizens, legal persons and other organizations to establish preschool education institutions in various forms according to law. Fifth city and county (District) education administrative departments in charge of preschool education within their respective administrative areas, and equipped with full-time staff responsible for the daily management of preschool education. The relevant government departments shall, in accordance with their respective responsibilities, coordinate the management of preschool education. Article 6 The people's governments of cities and counties (districts) shall be established by stages.
Pre-school education joint conference system attended by relevant departments. Chapter II Establishment and Approval Article 7 The establishment of preschool education institutions shall conform to the local preschool education development plan and meet the following conditions:
(1) Having an organizational structure and articles of association;
(2) Having a fixed place and supporting facilities that meet the prescribed standards;
(3) Having the necessary funds for running a school and a stable source of funds;
(four) there are protection and education personnel who meet the requirements of the state. Article 8 To apply for the establishment of a preschool education institution, the sponsor shall submit the following materials to the local county (district) education administrative department:
(a) the location, environment, facilities, equipment and layout planning of the pre-school education institution to be established;
(2) the legal person qualification certificate or personal identity certificate of the promoters;
(three) the articles of association of the pre-school education institution to be established;
(4) Qualification certificates and health certificates of the personnel to be employed;
(five) the venue of the pre-school education institution to be established and the proof of necessary funds;
(six) the fire safety certificate issued by the public security fire department;
(seven) other materials as prescribed by laws and regulations. Ninth county (District) education administrative department shall make a written decision on administrative license within three months from the date of accepting the application for administrative license. If it decides to grant an administrative license, it shall issue an administrative license certificate within ten days; If the administrative license is not granted, the reasons shall be explained.
Without administrative permission, no unit or individual may set up pre-school education institutions without authorization. Tenth pre-school education institutions shall, after obtaining the school license, register with the relevant authorities according to law. Eleventh pre-school education institutions to change the administrative licensing matters, should go through the registration of change to the original administrative licensing and registration authority. If the school is terminated, the financial liquidation shall be carried out according to law, and the children in school shall be properly placed, and the registration shall be cancelled by the original administrative licensing and registration authority. Chapter III Conservation and Education Article 12 Preschool education institutions shall recruit students according to the prescribed age groups. Admissions brochures and advertisements shall be objective and true, and shall be submitted to the county (district) education administrative department for the record in advance.
The enrollment scale and class size of preschool education institutions shall comply with the relevant provisions. Thirteenth preschool children should have a health examination in the medical and health institutions designated by the administrative department of health, and go through the admission formalities with the health examination certificate and other materials.
Preschool education institutions shall, in accordance with the provisions, organize physical examination for children in school every year. Fourteenth pre-school education institutions should provide a safe, healthy and rich living and activity environment for pre-school children to meet the needs of pre-school children in all aspects of development.
Preschool education institutions shall, according to the actual situation of preschool children, reasonably choose the contents and methods of education, take games as the basic form of activities, and shall not violate the laws of preschool education. Fifteenth preschool education institutions staff should respect and care for preschool children, and it is strictly forbidden to discriminate, insult, abuse, intimidation, corporal punishment or corporal punishment in disguised form. Sixteenth pre-school education institutions, teachers, medical staff, nurses, etc. It shall meet the qualifications or conditions prescribed by the state.
The staff of pre-school education institutions shall obtain health certificates and conduct health examinations every year. Persons suffering from chronic infectious diseases, mental illness and other diseases that are not suitable for preschool education as stipulated by laws and regulations may not work in preschool education institutions. Seventeenth pre-school education institutions should establish a safety system and a health care system. It is strictly forbidden to set up buildings and facilities that threaten the safety of preschool children, to use toxic and harmful substances to make teaching AIDS, toys and appliances, and to organize preschool children to participate in commercial activities and other activities without security.
When the houses, venues, facilities, equipment and transportation of pre-school education institutions may be in danger, the organizers and pre-school education institutions shall take measures to prevent accidents.
