The Opinions on Further Strengthening the Work of Retired Cadres under the New Situation issued by the Central Organization Department is a programmatic document for doing well the work of retired cadres under the new situation, which points out the direction and clarifies the requirements for doing well the work of retired cadres under the new situation. To this end, our bureau pays special attention to the communication, study and implementation from three aspects. First, study hard and fully understand the spirit of the document. Organized and carried out serious document study among retirees, unified ideological understanding, clarified the guiding ideology, objectives and tasks of veteran cadres' work under the new situation, and new situations, problems and difficulties that need to be broken through, clarified the working ideas and inspired the working spirit. The second is the special report, which the leaders attach great importance to. On the basis of carefully studying the document and understanding the spirit, the Ministry of Retirement made a key report on the spirit of the document to the leaders of the competent committees and departments, and combined with the actual situation of our bureau, put forward preliminary ideas and specific measures on how to implement the spirit of the document [2008]10. After listening to the report of the Retirement Office, the leaders in charge put forward specific opinions and requirements on how to carry out service research for retired cadres, establish and improve the assistance mechanism for retired cadres, innovate new ways of ideological education for retired cadres, and strengthen the construction of activity rooms. According to the requirements of the Central Organization Department and the Bureau of Retired Veteran Cadres of the Provincial Party Committee, the retirement department is required to seriously carry out research and put forward specific plans. The third is to make clear the requirements and put forward implementation opinions. According to the requirements of document Zhongfa [2008]10, this paper puts forward some concrete measures on how to establish a supporting mechanism for retired cadres, do a good job in the service of retired cadres in the "double high period", strengthen the service management of retired cadres, give full play to the positive role of retired cadres, and promote the construction of activity rooms.
Second, the specific situation of implementing the requirements of the two documents
In the past two years, the work of veteran cadres in our bureau has focused on the work center of the provincial party committee and government, cooperated with the key work of the Education Commission and the Education Department, conscientiously implemented the document requirements, persisted in practicing Scientific Outlook on Development, and carried out the work in a down-to-earth manner in view of the new characteristics and requirements of retirement work under the new situation, and achieved initial results.
(1) Strengthening and improving the Party branch construction and ideological and political construction of retired cadres while adhering to and improving the system of political treatment for retired cadres.
1. We conscientiously implement the policies and regulations of the party and the state on the political treatment of veteran cadres. The main leaders of the Commission inform retired veteran comrades of the main work of the Commission twice a year. Adhere to the implementation of the "five systems" and adhere to the system of political study and organizational life for retired cadres once a month.
2. Strengthen the Party branch construction of retired cadres with the team of veteran cadres as the starting point. Convene a symposium of retired party branch secretaries regularly to understand the difficulties encountered in the activities of retired party branches and study and solve them in time. (2) Establish and improve the assistance mechanism for retired cadres with difficulties. At present, there are 24 retired cadres in our bureau with an average age of 8 1. In accordance with the general requirements of "more care in politics, more communication in thought, more care in life and more care in spirit", a visit system of telephone inquiry once every two months and home visit once a month has been established to keep abreast of the living conditions of retired cadres. For retired cadres who are ill and inconvenient to move, they will promptly handle the nursing fee increase, and for those who have been ill for a long time. The education system has also established corresponding assistance mechanisms according to needs.
Facing the reality of more and more retired cadres, we are also paying more and more attention to the problem of poverty caused by illness and accidental poverty caused by retired cadres. Responsible for medical insurance for retired cadres, timely guide retired cadres with chronic diseases, sort out and collect relevant information, handle special chronic disease procedures for them at the first time, and enjoy a high proportion of medical insurance reimbursement. Retired cadres who have been bedridden for a long time due to illness are also included in the scope of government subsidies, and subsidies will be given at the end of the year.
In view of the fact that retired cadres have entered the "double high period" as a whole, they are old and frail and inconvenient to move, we should actively carry out personalized services and establish systems such as dynamic management of health records, hospital visits and holiday condolences, so that old comrades can feel the warmth of the organization.
(3) Play an active role in organizing and guiding retired cadres. Retired education administrative cadres in our bureau have rich experience in education administration, firm politics, keen thinking and flexible methods. The education department actively builds a platform for them to play their residual heat. At present, there are 14 retired cadres who are school-level leaders in private colleges and universities. More than 20 retired cadres have written books and written memoirs. In the past two years, they have published 7 memoirs and 12 memoirs, and published 23 articles such as memoirs and essays. The role of veteran cadres in the education system has steadily improved. The political advantages, experience advantages and wisdom advantages of retired cadres have been further exerted, and old comrades have contributed to the sound and rapid development of education in Shaanxi.
(four) in promoting the construction of old cadres' learning activities and improving the infrastructure conditions of old cadres' activity centers. The activity center and activity room for veteran cadres are the positions for ideological education and the stage for veteran cadres to play their roles. According to the requirements of document Zhongfa [2008]10, on the basis of the original activity room, our bureau has established activity rooms in three family areas where veteran cadres are relatively concentrated, and two of them have been renovated for two consecutive years, adding cultural and sports equipment. Each activity room has a special person in charge of service management to ensure the civilized and healthy activities of old comrades. Old comrades who have participated in activities for many years are increasing year by year.
(five) in strengthening the leadership of the work of veteran cadres and strengthening the self-construction of the work department of veteran cadres.
1. The leaders attach great importance to it. The main leaders of the commission and the office regularly listen to the special report of the retired office, and the commission and the office meet to study the work of retired cadres and put forward standards and requirements. In the case of tight funds, priority should be given to ensuring the activities of retired veteran comrades. Director Yang Xiwen personally visited veteran cadres during the Spring Festival for two consecutive years, and visited old comrades in hospital wards many times.
2. Team building has been further strengthened. According to document Zhongfa [2008]10, our bureau has formulated a learning system to strengthen its own construction, requiring that on the basis of self-study one day a week, the first Thursday of each month is a common learning day for all employees to learn the policy of veteran cadres, learn current affairs, learn the knowledge of health care for the elderly and other skills for serving old comrades. Also actively send staff to participate in the special training organized by the Bureau of Retired Veteran Cadres and the Committee on Aging, requiring staff to write a high-quality article on learning experience every year, conduct appraisal and commend the advanced.
Actively carry out "learning, skills and business" competitions among the staff of veteran cadres in the education system. The staff generally feel that their self-confidence in serving veteran cadres has increased, their theoretical level has improved, they are familiar with the psychological characteristics of retired veteran comrades, and their service management is more handy.
Third, the shortcomings and weak links in the implementation of the two documents, as well as the key and difficult problems faced by retired cadres at present.
(1) Shortcomings and weaknesses.
1. Retired veteran comrades' learning and ideological and political education activities are single in method, inactive in form, lacking of network and other electrical equipment, and their learning methods are lagging behind.
2. Activity room construction can't meet the needs of old comrades. Although the activity room in our office is barely enough, the activity facilities are insufficient and the organization activities are not rich and diverse enough to attract more old comrades to participate.
3. The method of mobilizing old comrades to play their role is single and the ways are not extensive.
(two) the focus and difficulty of the current work of retired cadres.
1. The performance of retired cadres in the "double high period" is becoming more and more serious, and their dependence on the unit is increasing, and the staff of the retirement office are exhausted. How to mobilize the enthusiasm of social and family forces to serve veteran comrades, improve the quality of life of retired cadres in their later years, and coordinate the interests of all parties is a difficult point in the work.
2. Mobilizing retired cadres to learn, do and have fun is the focus of future work.
3. Retired cadres participate in medical insurance, which has a low level of protection and complicated reimbursement procedures. How to improve the coverage and security level of medical insurance is a key and difficult problem affecting the work of veteran cadres in the future.
