According to the "Thirteenth Five-Year Plan" of Ministry of Human Resources and Social Security, it takes three years and four years to recruit high school graduates, train senior engineers and reserve technicians. Graduates of intermediate classes, advanced classes and preparatory technician (technician) classes in technical colleges are treated as equivalent to secondary school, junior college and undergraduate education respectively.

Technical colleges and universities under the jurisdiction of Ministry of Human Resources and Social Security train technicians such as reserve technicians, senior technicians and intermediate workers, corresponding to undergraduate, junior college and technical secondary school degrees respectively. Graduates from technical colleges will issue two kinds of certificates, one is graduation certificate and the other is vocational qualification certificate. Those who pass the examination will be issued with corresponding diplomas, and those who pass the vocational qualification certificate examination will be issued with them.
