The principle related to the distribution time of state grants is that state grants should help those students who can't afford to go to school because of financial difficulties to successfully complete their studies, rather than simply "ranking first or second" according to their academic performance. Another point is to seek truth from facts, not just by a "poverty certificate" to avoid fraud, and the real poor students are faced with the reality of dropping out of school and starving, so it is generally required to publicize the list of grants. Generally speaking, grants are grants given by the state or funds raised by schools to help children with excellent academic performance but difficult families. The national regulation is 3500 yuan per person per year, but if the school has enough funds, it will be more frequent, according to the school regulations.
Second, the financial aid policy for poor students in Yunnan Province Recently, the Yunnan Provincial Department of Education, the Provincial Department of Finance, the Provincial Department of Human Resources and Social Security and the Provincial Poverty Alleviation Office issued the Implementation Plan for Precise Financial Aid for Students from Poor Families in Yunnan Province and the Implementation Plan for Living Allowance for Students from Poor Families in Ordinary High Schools in Yunnan Province.
It is clear that from September this year, students from poor households in ordinary high schools will enjoy a living allowance of 2,500 yuan per person per year. At the same time, the subsidy policy standards for preschool education, compulsory education, secondary vocational education, undergraduate education and postgraduate education have been determined. The specific standards are as follows.
Poor college students
Starting this fall, the annual subsidy will be 2500 yuan.
It is clearly stated in the "Gaopu Funding Scheme" that in order to ensure the opportunity for students from poor households to receive ordinary high school education, starting from the fall semester of 20 17, among the full-time students in ordinary high schools, in addition to other policies, they will be given a living allowance of 2,500 yuan per person per year.
Before September 30, the Provincial Department of Education will compare the big data of precision poverty alleviation of the Provincial Poverty Alleviation Office with the student status data of the Provincial Department of Education to determine the list of recipients and distribute them to schools everywhere. After receiving the list of recipients issued by the Provincial Department of Education, local schools will verify the students' school situation. Due to omissions, identity changes, cross-regional enrollment, information doubts, etc., students apply to the school, and the school submits it to the higher education administrative department. After being audited by the poverty alleviation department at the same level, it will be reported to the Provincial Department of Education 65438 before June 30. According to the list of students who finally meet the requirements, the school grants grants to students and tries to help them as much as possible.
The gaopu financial aid scheme also requires that the financial aid for poor students in ordinary high schools should be distributed to the aided students through the financial aid card of ordinary high schools, and the financial aid should not be reduced or deducted in kind or in the form of services. For students to apply for financial aid cards, no student card fees or deposit fees shall be charged, nor shall they be deducted from the financial aid funds enjoyed by students.

What is a poor student who files a card?
Students from poverty-stricken households who have established electronic information files in the national poverty alleviation and development information system and hold poverty alleviation manuals are in line with the relevant provisions of the Work Plan for Poverty Alleviation and Development, which was issued by the State Council Poverty Alleviation Office.
The identification of students from poor households who set up a file is based on the data of "Yunnan Province Precision Poverty Alleviation Big Data Management Platform". Education departments at all levels regularly compare the information of poor households with the information of students in school, and identify and verify the students of poor households in doubt in time. During the implementation of the two "programs", the Provincial Poverty Alleviation Office and the Provincial Department of Education and the Provincial Department of Human Resources and Social Security should communicate regularly and exchange data to ensure timely and accurate data.
