Strengthening national defense education is the common responsibility of the whole society. Receiving national defense education is a citizen's right and obligation according to law. Article 4 National defense education should follow the principles of long-term, stability and pragmatism, and adhere to the principles of combining regular education with centralized education, combining key education with universal education, and combining theoretical education with behavioral education. Article 5 The state organs, political party organizations, armed forces, social organizations, enterprises and institutions, urban and rural grassroots organizations, schools and citizens of this province shall abide by these regulations. Chapter II Object, Content and Form of Education Article 6 National defense education is divided into key education and universal education.
Staff of state organs, political parties and social organizations, heads of enterprises, institutions and urban and rural grassroots organizations, active servicemen, militia and reserve officers and soldiers, teachers of various schools, and students of institutions of higher learning, senior middle schools, secondary specialized schools and vocational and technical schools receive key education.
Other citizens receive universal education. Article 7 National defense education includes: national defense theory, national defense history, national defense geography, national defense economy, national defense science and technology, national defense legal system, military common sense, military training, military sports, revolutionary tradition and army building.
Key education targets receive systematic education on national defense knowledge and master certain military skills.
Popularize education objects to receive general national defense knowledge education. Article 8 National defense education shall take the following forms according to the characteristics of different educational objects:
(a) the staff of state organs, political parties and social organizations, the heads of enterprises and institutions, urban and rural grassroots organizations and teachers of various schools receive national defense education through party schools, cadre schools, training courses, special lectures and political studies.
(2) Servicemen, militia and reserve officers and soldiers shall conduct national defense education in accordance with the provisions of the state military organs.
(three) the national defense education of students in school should be carried out in different situations. Institutions of higher learning, senior middle schools, secondary specialized schools and vocational and technical schools that carry out military training in accordance with the military training program shall carry out national defense education in combination with military training; Without military training, national defense education should be included in the school work plan, and national defense education should be carried out in combination with classroom teaching and social practice. Junior middle schools and primary schools should take national defense education as the content of compulsory education and combine it with related courses and extracurricular activities.
(4) Other citizens carry out national defense education in combination with ideological and political education, co-construction of the army and the people, supporting the army's superior members, supporting the government and loving the people, conscription, commemorative activities, major festivals and the construction of civil air defense combat readiness. Chapter III Organizational Leadership and Responsibilities Article 9 Provinces, cities (prefectures) and counties (cities, districts) shall establish leading institutions for national defense education. Its duties are:
(a) responsible for the implementation of national defense education laws and regulations;
(2) To formulate plans for national defense education in their respective administrative areas, give classified guidance, and organize their implementation;
(three) to study and solve major problems in the work of national defense education in this administrative region;
(four) to inspect, guide and coordinate the relevant departments to carry out national defense education.
The leading body of national defense education has an office responsible for the daily work of national defense education. Article 10 The responsibilities of relevant departments and social organizations in national defense education are:
(a) propaganda, culture, press and publication, radio and television departments should incorporate national defense education into social publicity and education planning and organize publicity and education work;
(two) the administrative department of education, to take national defense education as an integral part of school education, included in the education work plan, organize and promote national defense education in schools;
(3) The people's armed forces and civil air defense combat readiness departments shall carry out regular national defense education in combination with militia reserve construction, conscription and civil air defense combat readiness construction;
(four) civil affairs, personnel, labor and judicial departments should carry out national defense education in combination with yongjunyoushu, resettlement of demobilized soldiers and legal publicity;
(five) science and technology, sports, health and other departments should combine the popularization of national defense science and technology knowledge, military sports and battlefield rescue training and other activities to carry out national defense education;
(six) enterprises and institutions, urban and rural grassroots organizations, in accordance with the unified planning, combined with the production and work of their own units, to carry out national defense education;
(seven) trade unions, the Communist Youth League, women's federations and other social organizations, according to their respective characteristics, to carry out various forms of mass national defense education activities. Article 11 The China People's Liberation Army and the Chinese People's Armed Police Force stationed in this province shall support and cooperate with local governments to carry out national defense education. Chapter IV Education Guarantee Article 12 Teachers of national defense education shall be selected from the following personnel:
(a) leading cadres at all levels, propaganda theory workers and teachers;
(2) Officers in active service and retired military cadres;
(3) Staff of the people's armed forces and civil air defense combat readiness departments, demobilized veterans, militia and reserve officers and soldiers;
(4) Other persons who are suitable to be teachers of national defense education.
Leading institutions of national defense education at all levels shall organize and train various forms of national defense education teachers according to the actual situation.
