Measures for the implementation of compulsory education and high school education for children of returned overseas Chinese in Henan Province
In order to promote Chinese culture and meet the needs of overseas Chinese children to receive compulsory education and high school education in Henan, according to the Compulsory Education Law of People's Republic of China (PRC), the Education Law of the People's Republic of China, the Law of People's Republic of China (PRC) on the Protection of the Rights and Interests of Returned Overseas Chinese and Their Families, and the Implementation Measures of Henan Province, according to the Provisions of the Overseas Chinese Affairs Office of the State Council and the Ministry of Education on Relevant Issues Concerning Overseas Chinese Children's Returning to China for Compulsory Education (Qiaowenfa [2009] No.5) and the Regulations on Overseas Chinese Students' Education in Henan Province,
The term "children of overseas Chinese" as mentioned in these Measures refers to the school-age children of China citizens who have obtained long-term or permanent residency abroad.
Two, overseas Chinese children have the right to receive compulsory education. Overseas Chinese children who receive compulsory education in the place where the guardian's account is located in Henan Province enjoy the same policy as local residents' children to ensure the funds for compulsory education.
3. The children of overseas Chinese who have returned to China to receive compulsory education in Henan shall be identified by the overseas Chinese affairs departments of the cities under the jurisdiction of the province and the counties (cities) directly under the jurisdiction of the province, and a certificate of attendance shall be issued; The Overseas Chinese Affairs Office of the provincial government is responsible for the identification of overseas Chinese children who have returned to China to attend high schools in Henan, and issue certificates of attendance.
Four, overseas Chinese children need to go to school under the supervision of domestic guardians, and the school takes the guardian's domicile as the compulsory education stage.
Five, the choice of domestic guardians, in principle, in accordance with the order of parents, grandparents, brothers and sisters, other close relatives, overseas Chinese friends.
Six, overseas Chinese children can take the high school entrance examination in their guardian's domicile, and be admitted according to the enrollment policy of Henan Province in that year. Overseas Chinese students should pay tuition fees according to the regulations when they enter high school, and the charging standards are the same as those of local students.
Seven, schools receiving overseas Chinese students should actively do a good job in the education and training of overseas Chinese students, care about their study and life, and promote their all-round development and healthy growth; It is not allowed to set up fees for overseas Chinese students in any name or form.
