After-school service aims to solve the problems of parents' difficulty in sending their children to school, students' heavy burden of attending off-campus training courses, and parents' heavy financial burden. It is also an effective way to effectively improve the public service ability of education and promote the healthy growth of primary and secondary school students. Students in compulsory education who are left unattended after school or have other difficulties are all after-school service targets.

After-school service provides services for students in need, and students voluntarily participate. It is strictly forbidden to force students to participate in any way or in disguised form, and it is strictly forbidden to refuse or shirk the participation of willing students in any way. According to the cost accounting, the funds for after-school services for primary and secondary school students are appropriately subsidized by all levels of finance and reasonably shared by parents.

The standard for parents to bear the expenses shall be subject to the documents of the development and reform department. After-school service charges are approved by the reform department, the parents of students will bear the relevant expenses according to the standards.
