The State Council leads national defense education. The Central Military Commission cooperated with the State Council to carry out national defense education for all.
Local people's governments at various levels shall lead the work of national defense education within their respective administrative areas. Resident military organs shall assist and support local people's governments in developing national defense education.
National defense education institutions plan, organize, guide and coordinate national defense education.
The local institutions responsible for national defense education at or above the county level shall organize, guide, coordinate and inspect the national defense education within their respective administrative areas.

Fourteenth primary schools and junior high schools should incorporate the content of national defense education into relevant courses, combine classroom teaching with extracurricular activities, and carry out national defense education for students.
Conditional primary schools and junior high schools can organize students to carry out juvenile military school activities with the theme of national defense education. The administrative departments of education, the Communist Youth League organizations and other relevant departments shall strengthen the guidance and management of the activities of juvenile military schools.
Primary schools and junior high schools can hire off-campus counselors as needed to assist schools in carrying out various forms of national defense education activities. Article 15 Institutions of higher learning, senior middle schools and schools equivalent to senior middle schools should combine classroom teaching with military training to educate students on national defense.
Colleges and universities should offer appropriate national defense education courses, senior middle schools and schools equivalent to senior middle schools should arrange special national defense education contents in relevant courses, and can carry out various national defense education activities among students.
Military training for students in institutions of higher learning, senior middle schools and schools equivalent to senior middle schools shall be organized and implemented by military training institutions of schools or military teachers in accordance with relevant state regulations. Military organs shall assist schools in organizing military training for students.
