First, the "double high plan" construction planning:

The "Double High Plan" has a support cycle every five years, and the first round of construction began in 20 19. Focus on supporting the construction of about 50 high-level vocational schools and 150 high-level professional groups. Two, "double high plan" project funds:

The funds of the "Double High Plan" project include central financial funds, local financial funds and self-raised funds of the school, which are mainly used to build a highland for talent training, an innovative service platform, a high-level professional group and a high-level double-qualified team, and to enhance the level of school-enterprise cooperation, service development, school governance, informationization and internationalization. The management of central financial funds shall implement the Measures for the Management of Special Funds for the Quality Improvement Plan of Modern Vocational Education (No.31[2065] of Cai Jiao).

Third, the "double high plan" promotion mechanism:

The "Double High Plan" is promoted at the national, local and school levels. Relevant state departments are responsible for top-level design such as macro layout, overall planning and coordination, and set up project construction consulting expert committees to provide consulting services for project selection and construction. Local governments should strengthen policy support and funding guarantee, coordinate all forces to support project construction, meet the needs of regional economic and social development, and build a coordinated development pattern of higher vocational education in the region led by "double high plan" schools. Schools deepen reform and innovation, focus on construction tasks, scientifically formulate construction plans and task books, improve the responsibility mechanism, and ensure the effectiveness of construction.
