Background: It is mentioned in the Twelfth Five-Year Plan of the Central People's Economic and Social Development that we should fully implement the rule of law, basically improve the socialist legal system with Chinese characteristics, safeguard the authority of the system, promote administration according to law, adhere to fairness and integrity, strengthen the atmosphere of general education, and accelerate the construction of socialist governance. The sixth five-year plan is comprehensively planned and formulated according to the requirements.

Focus on: leading cadres, civil servants, young people, managers of enterprises and institutions, and leading cadres of farmers are young and promising.

Content: Learn and publicize the Constitution, the socialist ruling idea, the basic laws of the socialist legal system, promote economic development, and improve the laws and regulations governing the people and society.
