In July, with the concern of the branch and leaders at all levels and the help and guidance of various functional offices, our team strengthened the implementation of various rules and regulations on HSE management, strictly grasped the site safety requirements and measures, and continuously improved the safety awareness and operational skills of employees. Taking the construction of HSE management system as the main line and HSE management norms as the carrier, we will constantly consolidate the basic management of HSE and carry out targeted training to further improve the overall quality of employees. Continue to deepen the theme of safety production month. The HSE work of our team in July is summarized as follows:
1. Establish HSE concept and strictly implement HSE management.

Wise leadership: Through good personal safety behaviors leading by example, employees can actually see, hear and feel that leaders care about employees' safety and practice safety with high standards, thus influencing and driving all employees to consciously implement safety rules and regulations and forming a good safety production atmosphere.
2. Straight-line management: the principal responsible persons at all levels are fully responsible for the safety and environmental protection management, and implement it step by step; Every employee should be responsible for the safety and environmental protection of the work he undertakes, so that "who is in charge of the work, who is in charge of the safety", "who is in charge of the organization", "who is in charge of the management" and "who is in charge of the implementation".
3. Territorial management: ensure that "every employee is responsible for the safety and environmental protection of the production and operation areas involved in his post", including the safety and environmental protection of regional equipment, facilities, personnel and construction activities, and ensure that "who is responsible for the site, who is responsible for the area and who is responsible for the territory". On-site implementation of "zoning by post, clear listing", implementation of "my area, I am responsible", and implementation of regional HSE responsibilities to posts.
Second, strict detail management and implementation of HSE training and education for all staff.
Operate in strict accordance with HSE operating procedure standards. Strengthen the study of pre-shift and post-shift and special assignments, and give tips on job risks. In the process of doing this work, we have adopted the methods of focusing on key points, levels and depth. The team leader uses the weekly meeting time to convey the spirit of the superior documents at the HSE team meeting, and gives a comprehensive and key explanation at the general meeting to completely solve the employees' understanding problems; Then the vice captain will organize the training and examination of safety responsibilities for each post according to the HSE on-site operation procedure standard; Next, the vice captain and the driller will train the field standards; The installation standard, operation standard and "checklist" of equipment shall be trained by each class respectively; Finally, the driller will organize in-team study after work to deepen the study of HSE theory. After these jobs were completed, the employees were deeply moved. They first know what is the essence of HSE concept and understand that the implementation of HSE management system is to ensure their own safety and health. On this basis, the work will be much smoother, and our team's HSE safety production management will be fully implemented soon.
Third, do a good job in risk management, illegal investigation and correction, and do a good job in on-site HSE operations.
HSE work is not just a slogan, the most important issue is to implement it in practical work. In July, we took safety work as the top priority of safety management, and HSE risk control achieved certain results in the field, reducing risks and ensuring safe production.
1. The management personnel of the drilling crew should share their safety experiences at the HSE meeting before and after the shift, and tell their own personal experiences, typical HSE experiences, common sense, accidents, unsafe behaviors and unsafe conditions for publicity.
2. Strengthen the operation of "safety observation card", implement safety observation and communication, pay attention to the safety awareness of managers, and improve the ability of employees to identify risks. Let everyone know that the "safety observation card" is not a matter of form, but an effective measure related to everyone's safety. Communication and observation is an effective way for employees to improve each other, and it also effectively promotes the risk identification ability of each employee, so as to better avoid the risks existing in operation.
3. Strengthen the implementation system of special operation permit, work safety analysis and process safety analysis. In the process of operation, we strictly implement the system, first carry out work permit, identify risks, then learn procedures, and finally repeat safety steps. Moreover, we strictly carry out safety analysis, thoroughly analyze possible hidden dangers and grades, and then formulate feasible measures to completely eliminate hidden dangers, and conduct on-site supervision to achieve real safe operation.
Through this month's efforts, our team strictly implemented the special investigation requirements of the branch company and the safety management of key parts in the production process of 1-X3 well, and achieved good results in eradicating "ten hidden dangers". The construction of Well Zheng 1-X3 was successfully completed. Although some achievements have been made, we clearly know that safety management is endless. At the same time, seriously summing up the work of this month, our team still has some shortcomings in HSE management, mainly because the on-site management is not detailed enough. In the future work, we will continue to improve and promote the safety management of our team to a new level.
