Abide by the Constitution and laws of People's Republic of China (PRC); Have the ability to independently carry out research and organize research, and be able to undertake substantive research work; Applicants for major and key national projects must have senior professional and technical positions or leadership positions at or above the bureau level, and be able to assume the responsibility of the actual organizer and person in charge of the project research.

Applicants for national general projects must have professional and technical positions or doctoral degrees at or above the deputy senior level; To apply for the national youth, the Ministry of Education youth key and special topics, you need to have a professional and technical position or doctoral degree at or above the deputy senior level. Do not have, must be recommended in writing by two peer experts with full and senior professional and technical positions. Applicants for youth projects and members of the research group are not over 35 years old.

Members of the research group or referees must obtain their consent and sign for confirmation, otherwise it will be regarded as illegal declaration. Applicants can attract overseas researchers to participate in the application as members of the research group according to the actual needs of the research. Full-time graduate students who are studying can't apply for the exam, and in-service doctoral students (postdoctoral students) who have the conditions to apply for the exam can apply from their work units.
