Legal analysis: the management of off-campus trusteeship institutions is implemented with the overall responsibility of local governments and the division of labor and cooperation of functional departments. City, county (city, district) people's governments shall formulate measures for the management of off-campus custody institutions, guide off-campus custody institutions to establish and standardize management according to law, and ensure the quality of custody services and the safety of students. It is necessary to establish a joint meeting system for the management of off-campus custody institutions with the leaders in charge of the government as the convener. According to local conditions, all localities can determine the department where the office of the joint meeting system is located.

The State encourages enterprises, institutions, social organizations, other social organizations and individual citizens to establish schools and other educational institutions according to law.

Schools and other educational institutions established by the state shall adhere to the principle of thrift.

Schools and other educational institutions organized or participated in by financial funds or donated assets shall not be established as profit-making organizations.
