(2) There are three indicators to measure the distribution of education funds in regular higher education:

① Total structural index, that is, the share of education investment at all levels in the total education investment. The calculation method is: a certain level of education investment/total education investment × 100%. Public education expenditure can also be calculated, and the calculation formula is: a certain level of public education expenditure/public education expenditure × 100%.

(2) Per capita education investment index, that is, the per capita education investment ratio calculated according to the average number of students in higher education. The calculation method is that the per capita education investment of primary school students or middle school students is 1, and the per capita education investment of middle school students or college students is multiple of that of primary school students.

③ Per capita education investment index, that is, the ratio of per capita education investment to per capita gross national product of higher education. The calculation method is: per capita education investment/a certain level of per capita gross national product.
