The reason is that China's navigation administration can really start only by cultivating enough talents with western knowledge and skills in shipbuilding, navigation and ship repair. 1880, when Li Hongzhang, then Minister of Beiyang, asked for the establishment of Tianjin Telegraph School, he first described the important value of telegraph in military and diplomatic aspects, and said that "telegraph is actually a necessity for national defense". If China doesn't set up its own telegraph to take the pulse, it will inevitably lose the advantage of "rapid deployment" in future wars. It is a prerequisite for the development of the telegraph industry to establish a telegraph school and cultivate China's own talents. Four years later, when talking about the establishment of Tianjin Naval Academy, Li Hongzhang also said that it was very urgent for pilots to buy armored clippers in Beiyang. He also said: "The navy is the urgent task of coastal defense, and talents are the foundation of the navy. Students are born because of talents. When I run the Tianjin Naval Academy, I will first establish the foundation of China warships and then open up the northern atmosphere. " At 1889, Zhang Zhidong, another important figure of the Westernization School, talked about why we should attach importance to mining, chemistry, electricity, planting and public law in the play "Add Five Westernization Films", which was completely based on the objective needs of Qiang Bing, a rich country, and called it "all of them are enough to strive for self-improvement."
