The Development Course of China's Education Policy
Since the 1920s, China has led the people of China to carry out the new-democratic revolution, socialist revolution and socialist construction, and founded the people's education cause to cultivate revolutionary talents and improve people's cultural and scientific level. In order to guide the development of people's education, the party has formulated different educational policies in different historical periods according to different situations and the party's work priorities. These policies reflected different backgrounds of the times and played a guiding role in education at that time.

In several different periods of the new-democratic revolution, the education policy formulated by the Party stipulated that education should serve the class struggle, revolutionary war and the expansion, consolidation and construction of revolutionary base areas. 1934 65438+ 10, Mao Zedong first put forward "the general policy of Soviet culture and education" in Jiangxi Central Soviet Area. It is stipulated that the working people should be educated in the spirit of communism, so that cultural education can serve the revolutionary war and class struggle, so that education can be linked with labor and the people of China can be civilized and happy. This was 1927 ~ 1937 the party's educational policy during the agrarian revolution before the July 7th Incident (see New Democratic Education).

During the period of War of Resistance against Japanese Aggression and the War of Liberation (1938 ~ 1949), according to the new situation, the Party formulated an educational policy applicable to all revolutionary base areas. 1937165438+10, Mao Zedong pointed out in the report "On the New Stage": "All cultural and educational undertakings should meet the needs of war under the principle of all for the sake of war". 1940 to 65438+ 10, and put forward a national, scientific and popular cultural and educational policy in the Theory of New Democracy. 194 1 in may, 2000, in the book "transforming our knowledge", it was proposed that "we should establish the policy of taking the study of the practical problems of the China revolution as the center and taking the basic principles of Marxism-Leninism as the guide, and abolish the static and isolated method of learning Marxism-Leninism." 1April, 945, in the report on Coalition government, it was put forward: "The purpose of national culture and national education in China should be new democracy; That is to say, China should establish its own national, scientific and popular new culture and education "(see Education in Anti-Japanese Base Areas during War of Resistance against Japanese Aggression Period and Education in Liberated Areas during the War of Liberation).

On the eve of the founding of People's Republic of China (PRC), the Common Program of China People's Political Consultative Conference adopted by China People's Political Consultative Conference proposed that People's Republic of China (PRC)'s cultural education is "new-democratic, that is, national, scientific and popular cultural education" (see the provisions on education in the Common Program of China People's Political Consultative Conference).

After the founding of People's Republic of China (PRC), during the period of socialist revolution and construction, China has made clear provisions on education policy. Its general direction is: education should serve socialist modernization, and all kinds of educational undertakings at all levels should cultivate workers with all-round development in morality, intelligence, physique, society and culture, that is, cultivate new socialist people with ideals, morality, culture and discipline. However, during this period, due to historical reasons, the formulation and establishment of educational policies also had an evolutionary process. 1952, 18 The Provisional Regulations for Middle Schools and the Provisional Regulations for Primary Schools promulgated by the Ministry of Education of the Central People's Government in March put forward: "All-round education such as intellectual education, moral education, physical education and aesthetic education should be given to students."

From 65438 to 0956, the country basically completed the socialist transformation of agriculture, handicrafts and capitalist industry and commerce. 1957 February, Mao Zedong pointed out in his report "On Correctly Handling Contradictions among the People": "Our educational policy should enable the educated to develop morally, intellectually and physically in an all-round way and become educated workers with socialist consciousness."

1958, 19 In September, the Central Committee of the Communist Party of China and the State Council mentioned in the Instruction on Education: "The party's education policy is that education serves proletarian politics and education is combined with productive labor; In order to realize this policy, education must be led by the party. " "A newcomer to the all-round development of communist society is one who has both political consciousness and culture, and can engage in both mental and physical labor." During the "Cultural Revolution" after 1966, two counter-revolutionary groups, Lin Biao and Jiang Qing, wantonly distorted the Party's educational policy, causing serious damage to education.
