Article 2 These Provisions shall apply to the management of graduate students and undergraduate (vocational) students who receive general higher education by ordinary institutions of higher learning and scientific research institutions (hereinafter referred to as institutions of higher learning or schools) that undertake the task of postgraduate education.
Article 3 Institutions of higher learning should focus on cultivating talents, follow the national educational policies and laws, and constantly improve the quality of education; It is necessary to run schools according to law, strictly manage them, improve the management system and standardize management behavior; We should combine management with strengthening education, constantly improve the management level, and strive to train qualified socialist builders and reliable successors.

Chapter II Rights and Obligations of Students
Article 5 Students shall enjoy the following rights during their school days:
(a) to participate in various activities arranged by the school education and teaching plan, and to use the education and teaching resources provided by the school;
(two) to participate in social services, work-study programs, organize and participate in student groups and cultural and sports activities in schools;
(three) to apply for scholarships, grants and student loans;
(four) get a fair evaluation in ideological and moral, academic performance and other aspects. , and obtain corresponding academic certificates and degree certificates after completing the studies prescribed by the school;
(five) if there is any objection to the punishment or treatment given by the school, appeal to the school and the administrative department of education; To lodge a complaint or bring a lawsuit in accordance with the law against the personal rights, property rights and other legitimate rights and interests of schools and faculty;
(six) other rights stipulated by laws and regulations.
Article 6 Students shall perform the following obligations in accordance with the law during their school days:
(1) Abiding by the Constitution, laws and regulations;
(2) Abide by the school management system;
(3) study hard and complete the prescribed studies;
(four) to pay tuition fees and related expenses in accordance with the provisions, and fulfill the corresponding obligations to obtain loans and grants;
(5) Abide by students' code of conduct, respect teachers, and develop good ideological and moral character and behavior habits;
(six) other obligations stipulated by laws and regulations.
Chapter III Student Status Management
Section 1 Admission and Registration
Seventh freshmen according to the national enrollment regulations, with the admission notice, according to the relevant requirements and the prescribed time limit to the school for admission procedures. Those who cannot arrive at school on time for some reason should ask for leave from school. Those who fail to ask for leave or ask for leave overdue shall be deemed to have waived their admission qualification except for justified reasons such as force majeure.
Article 8 After new students enter the school, the school shall conduct an audit in accordance with the national enrollment regulations within three months. Ninth freshmen suffering from diseases, diagnosed by the secondary hospital designated by the school (the same below) is not suitable for studying in the school, you can keep your student status for one year. The school will designate a hospital for diagnosis and meet the requirements of physical examination. After the second interview, you can re-apply for admission. Tenth at the beginning of each semester, students should go through the registration formalities according to the regulations of the school. Students from poor families can apply for loans or other forms of financial aid and register after going through relevant procedures.
Section 2 Performance Evaluation and Record
Eleventh students should participate in the school education and teaching plan and all kinds of education and teaching links (hereinafter referred to as courses) assessment, assessment results recorded in the record book, and classified into my file.
Twelfth assessment is divided into examination and assessment. The methods of assessment and performance evaluation, as well as whether the courses that fail the assessment are re-taken or re-taken, shall be stipulated by the school.
Thirteenth students' ideological and moral assessment and evaluation should be based on the "Code of Conduct for Students in Colleges and Universities" and take the form of personal summary and democratic evaluation of teachers and students.

Article 14 The requirements for the courses or grades taken by students during the semester or school year, as well as the requirements for promotion, jumping, repetition, demotion and re-examination shall be stipulated by the school.
Fifteenth students can apply for minor in other majors or take other professional courses according to the relevant regulations of the school.
Students can choose courses across schools according to the inter-school agreement. The course scores (credits) taken in other schools will be recognized after being audited by our school.
Article 16 If a student seriously violates the examination discipline or cheats, the examination results of this course will be recorded as invalid, and the school will give criticism and education and corresponding disciplinary action according to the circumstances of his violation of discipline or cheating. Those who are given a warning, a serious warning, a demerit, or a party probation will be given a make-up exam or a make-up exam before graduation.
Seventeenth students can not participate in the activities stipulated in the education and teaching plan on time, they should ask for leave in advance and get approval. Those who are absent without approval will be criticized and educated according to the relevant regulations of the school, and those who are serious will be given disciplinary sanctions.
Section 3 major change and transfer.
Eighteenth students can apply for professional changes according to the regulations of the school. It is approved by the school that students change majors.

Nineteenth students should generally complete their studies in the accepted schools. If you are sick or have special difficulties and can't continue studying in our school, you can apply for transfer.
Twentieth students in any of the following circumstances, shall not transfer:
(1) Having been enrolled for less than one semester;
(2) From the next batch of schools where students are enrolled to the last batch of schools, from low academic level to high academic level;

(four) should be suspended from school;
(five) other without justifiable reasons.

Twenty-sixth students should apply to the school to resume their studies before the start of the semester, and they can resume their studies only after passing the examination by the school.
Section 5 dropping out of school
(a) academic performance does not meet the requirements of the school or within the prescribed time (including suspension) did not complete their studies;
(2) Failing to apply for resumption of schooling within the time limit prescribed by the school or failing to pass the review;
(three) diagnosed by the hospital designated by the school, suffering from illness or accidental disability can not continue to study at school;
(four) did not leave school for two consecutive weeks and did not participate in the teaching activities stipulated by the school;

Graduate students who drop out of school can be employed according to their existing graduation qualifications and employment policies, and the school shall apply to the local provincial graduate employment department for relevant procedures; If there is no employer within the time limit stipulated by the school, the files and accounts will be returned to the place where the family is registered.
Thirtieth students who have objections to dropping out of school shall be handled with reference to Articles 61, 62, 63 and 64 of these Provisions.
Section 6 Graduation, Graduation and Breaking the Law
Thirty-first students who have completed the contents stipulated in the education and teaching plan within the time limit stipulated by the school and have fully met the graduation requirements are allowed to graduate, and the school will issue graduation certificates.
Thirty-second students who have completed the contents stipulated in the education and teaching plan within the specified time are allowed to graduate, and the school will issue a certificate of completion. Thirty-sixth schools should implement the electronic registration management system of higher education diploma, and report the graduation (completion) certificate information issued every year to the local provincial education administrative department for registration, and the provincial education administrative department shall report it to the education administrative department of the State Council for the record.
Thirty-seventh students who have completed their studies in this major and minored in other majors and met the minor requirements of this major will be awarded a minor certificate by the school.
Thirty-eighth in violation of national enrollment regulations, schools may not issue academic certificates and degree certificates; Schools should take back the academic certificates and degree certificates that have been issued, and report to the administrative department of education to declare the certificates invalid.

Chapter IV Campus Order and Extracurricular Activities

Article 43 No organization or individual may engage in religious activities in schools;
Article 44 Students may organize and join student organizations in schools. Students who form a group should submit a written application according to the relevant regulations of the school and report it to the school for approval.
Student organizations shall operate within the scope of the Constitution, laws, regulations and school management system, and accept the leadership and management of the school.
Article 45 Schools advocate and support students and student groups to carry out academic, scientific, technical, artistic, recreational and sports activities beneficial to physical and mental health.
Students' extracurricular activities shall not affect the normal education, teaching and life order of the school.
Forty-sixth schools should encourage, support and guide students to participate in social practice, social services and carry out work-study programs, and give necessary help according to the actual situation.
Students participating in work-study activities shall abide by laws and regulations and the management system of schools and employers, and fulfill the relevant agreements on work-study activities.
Forty-seventh students to hold large-scale assembly, procession, demonstration and other activities, should be approved in accordance with legal procedures and relevant regulations. Without approval, the school shall dissuade or stop it according to law.
Forty-eighth students should abide by the provisions of the state and schools on the use of computer networks, and must not log on to illegal websites or spread harmful information.
Forty-ninth schools should establish and improve the student accommodation management system. Students should abide by the school's regulations on student accommodation management.
Chapter V Reward and Punishment
Article 50 Schools, provinces (autonomous regions and municipalities directly under the Central Government) and relevant state departments shall commend and reward students who have all-round development in morality, intelligence, physique and aesthetics, or students who have made outstanding achievements in ideological and moral character, academic achievements, scientific and technological creation, physical exercise and social services.

Fifty-fourth students in any of the following circumstances, the school can be expelled from school:

Article 60 A school shall set up a student complaint handling committee to accept students' complaints about disqualification, withdrawal from school or disciplinary actions in violation of rules and regulations.
The student complaint handling committee consists of school principals, functional department heads, teachers' representatives and students' representatives.
Article 61 If a student refuses to accept the punishment decision, he may submit a written complaint to the school student complaint handling committee within 5 working days from the date of receiving the school punishment decision.
Article 62 The student complaint handling committee shall review the complaints made by students, make a review conclusion and inform the complainant within 15 working days from the date of receiving the written complaint. Chapter VI Supplementary Provisions
