Provisions on the Administration of Students in Colleges and Universities 20 17 Chapter I General Provisions

Article 1 These Provisions are formulated in accordance with the Education Law, the Higher Education Law and other relevant laws and regulations in order to maintain the normal order of education, teaching and life in institutions of higher learning, safeguard students' physical and mental health and promote students' all-round development in morality, intelligence, physique and aesthetics.

Article 2 These Provisions shall apply to the management of graduate students and undergraduate (vocational) students who receive general higher education by ordinary institutions of higher learning and scientific research institutions (hereinafter referred to as institutions of higher learning or schools) that undertake the task of postgraduate education.

Article 3 Institutions of higher learning should focus on cultivating talents, follow the national educational policies and laws, and constantly improve the quality of education; It is necessary to run schools according to law, strictly manage them, improve the management system and standardize management behavior; We should combine management with strengthening education, constantly improve the management level, and strive to train qualified socialist builders and reliable successors.

Article 4 students in institutions of higher learning should study hard in Marxism–Leninism, Mao Zedong Thought, Deng Xiaoping Theory and Deng Xiaoping Theory? Theory of Three Represents theory? Important thought, establish the common ideal and firm belief of taking the road of Socialism with Chinese characteristics under the leadership of China and realizing the great rejuvenation of the Chinese nation; Establish the spirit of patriotism, with the spirit of unity, peace-loving, diligence, courage and self-improvement; Abide by the Constitution, laws and regulations, abide by citizens' moral standards, abide by the code of conduct for students in colleges and universities, abide by the school management system, and have good moral quality and behavior habits; We should study hard, be brave in exploration, actively practice, and strive to master modern scientific and cultural knowledge and professional skills; You should take active exercise and have a healthy body.

Chapter II Rights and Obligations of Students

Article 5 Students shall enjoy the following rights during their school days:

(a) to participate in various activities arranged by the school education and teaching plan, and to use the education and teaching resources provided by the school;

(two) to participate in social services, work-study programs, organize and participate in student groups and cultural and sports activities in schools;

(three) to apply for scholarships, grants and student loans;

(four) get a fair evaluation in ideological and moral, academic performance and other aspects. , and obtain corresponding academic certificates and degree certificates after completing the studies prescribed by the school;

(five) if there is any objection to the punishment or treatment given by the school, appeal to the school and the administrative department of education; To lodge a complaint or bring a lawsuit in accordance with the law against the personal rights, property rights and other legitimate rights and interests of schools and faculty;

(six) other rights stipulated by laws and regulations.

Article 6 Students shall perform the following obligations in accordance with the law during their school days:

(1) Abiding by the Constitution, laws and regulations;

(2) Abide by the school management system;

(3) study hard and complete the prescribed studies;

(four) to pay tuition fees and related expenses in accordance with the provisions, and fulfill the corresponding obligations to obtain loans and grants;

(5) Abide by students' code of conduct, respect teachers, and develop good ideological and moral character and behavior habits;

(six) other obligations stipulated by laws and regulations.

Chapter III Student Status Management

Section 1 Admission and Registration

Seventh freshmen according to the national enrollment regulations, with the admission notice, according to the relevant requirements and the prescribed time limit to the school for admission procedures. Those who cannot arrive at school on time for some reason should ask for leave from school. Those who fail to ask for leave or ask for leave overdue shall be deemed to have waived their admission qualification except for justified reasons such as force majeure.

Article 8 After new students enter the school, the school shall conduct an audit in accordance with the national enrollment regulations within three months. Those who pass the second interview will be registered and obtained a student status. Those who fail to pass the re-examination will be dealt with by the school as the case may be, until the admission qualification is cancelled.

Anyone who practices fraud or engages in malpractices for selfish ends to obtain a student status, once verified, the school should cancel his student status. If the circumstances are bad, please investigate and deal with the relevant departments.

Ninth freshmen suffering from diseases, diagnosed by the secondary hospital designated by the school (the same below) is not suitable for studying in the school, you can keep your student status for one year. Those who retain admission qualifications do not have a student status. After treatment and rehabilitation, you can apply to the school for admission. The school will designate a hospital for diagnosis and meet the requirements of physical examination. After the second interview, you can re-apply for admission. Those who fail the re-examination or fail to go through the admission formalities within the time limit will be disqualified.

Tenth at the beginning of each semester, students should go through the registration formalities according to the regulations of the school. Failing to register on schedule, the registration formalities shall be suspended. Those who fail to pay tuition fees according to the regulations of the school or do not meet the registration conditions will not be enrolled.

Students from poor families can apply for loans or other forms of financial aid and register after going through relevant procedures.

Section 2 Performance Evaluation and Record

Eleventh students should participate in the school education and teaching plan and all kinds of education and teaching links (hereinafter referred to as courses) assessment, assessment results recorded in the record book, and classified into my file.

Twelfth assessment is divided into examination and assessment. The methods of assessment and performance evaluation, as well as whether the courses that fail the assessment are re-taken or re-taken, shall be stipulated by the school.

Thirteenth students' ideological and moral assessment and evaluation should be based on the "Code of Conduct for Students in Colleges and Universities" and take the form of personal summary and democratic evaluation of teachers and students.

Students' physical education class scores should be comprehensively evaluated according to attendance, in-class teaching and extracurricular exercise activities.

Article 14 The requirements for the courses or grades taken by students during the semester or school year, as well as the requirements for promotion, jumping, repetition, demotion and re-examination shall be stipulated by the school.

Fifteenth students can apply for minor in other majors or take other professional courses according to the relevant regulations of the school.

Students can choose courses across schools according to the inter-school agreement. The course scores (credits) taken in other schools will be recognized after being audited by our school.

Article 16 If a student seriously violates the examination discipline or cheats, the examination results of this course will be recorded as invalid, and the school will give criticism and education and corresponding disciplinary action according to the circumstances of his violation of discipline or cheating. Those who are given a warning, a serious warning, a demerit, or a party probation will be given a make-up exam or a make-up exam before graduation.

Seventeenth students can not participate in the activities stipulated in the education and teaching plan on time, they should ask for leave in advance and get approval. Those who are absent without approval will be criticized and educated according to the relevant regulations of the school, and those who are serious will be given disciplinary sanctions.

Section 3 major change and transfer.

Eighteenth students can apply for professional changes according to the regulations of the school. It is approved by the school that students change majors.

According to the development and change of social demand for talents, the school can adjust students' majors appropriately with the consent of students when necessary.

Nineteenth students should generally complete their studies in the accepted schools. If you are sick or have special difficulties and can't continue studying in our school, you can apply for transfer.

Twentieth students in any of the following circumstances, shall not transfer:

(1) Having been enrolled for less than one semester;

(2) From the next batch of schools where students are enrolled to the last batch of schools, from low academic level to high academic level;

(three) to determine the orientation of entrusted training when enrolling students;

(four) should be suspended from school;

(five) other without justifiable reasons.

Twenty-first students transfer, with the consent of the two schools, the transfer school reported to the local provincial education administrative department to confirm that the transfer reason is justified, and can go through the transfer procedures; Inter-provincial transfer scholars shall be transferred from the provincial education administrative department of the transfer place to the provincial education administrative department of the transfer place, and the transfer procedures shall be handled after confirming the transfer conditions. If it is necessary to transfer the account, the provincial education administrative department where the account is transferred will send a copy of the relevant documents to the public security department where the school is located.

The fourth quarter suspension and resumption of classes

Article 22 Students can complete their studies by stages. The maximum length of schooling (including suspension) for students shall be stipulated by the school.

Twenty-third students apply for suspension or the school thinks that scholars should suspend their studies, and they can suspend their studies with the consent of the school. The number and duration of suspension from school shall be stipulated by the school.

Twenty-fourth students to join the China People's Liberation Army (including the Chinese People's Armed Police Force), the school should retain their student status until one year after retirement.

Twenty-fifth students who have dropped out of school should go through the formalities of dropping out of school, and the school will keep their school status. During the period of suspension, students do not enjoy the treatment of studying at school. Students who drop out of school are sick, and their medical expenses shall be handled according to school regulations.

Twenty-sixth students should apply to the school to resume their studies before the start of the semester, and they can resume their studies only after passing the examination by the school.

Section 5 dropping out of school

(a) academic performance does not meet the requirements of the school or within the prescribed time (including suspension) did not complete their studies;

(2) Failing to apply for resumption of schooling within the time limit prescribed by the school or failing to pass the review;

(three) diagnosed by the hospital designated by the school, suffering from illness or accidental disability can not continue to study at school;

(four) did not leave school for two consecutive weeks and did not participate in the teaching activities stipulated by the school;

(5) Failing to register within the time limit prescribed by the school without justifiable reasons;

(6) I apply for withdrawal.

Twenty-eighth students leave school, decided by the president's meeting.

For students who drop out of school, the school will issue a decision to drop out of school and send it to me, and report it to the provincial education administrative department where the school is located for the record.

Twenty-ninth undergraduate students who have dropped out of school shall go through the formalities of dropping out of school within the time limit prescribed by the school, and their files and household registration shall be returned to the place where their families are registered.

Graduate students who drop out of school can be employed according to their existing graduation qualifications and employment policies, and the school shall apply to the local provincial graduate employment department for relevant procedures; If there is no employer within the time limit stipulated by the school, the files and accounts will be returned to the place where the family is registered.

Thirtieth students who have objections to dropping out of school shall be handled with reference to Articles 61, 62, 63 and 64 of these Provisions.

Section 6 Graduation, Graduation and Breaking the Law

Thirty-first students who have completed the contents stipulated in the education and teaching plan within the time limit stipulated by the school and have fully met the graduation requirements are allowed to graduate, and the school will issue graduation certificates.

Thirty-second students who have completed the contents stipulated in the education and teaching plan within the specified time are allowed to graduate, and the school will issue a certificate of completion. Whether you can retake the exam after graduation, whether you can retake or retake the graduation design, thesis and defense, and whether to issue a graduation certificate shall be stipulated by the school. After passing the graduation certificate, the graduation time shall be filled in according to the date of issuance.

Thirty-third degree-conferring units shall issue degree certificates to those who meet the conditions for degree conferring.

Thirty-fourth students who have dropped out of school for more than one academic year shall be issued with a junior college diploma.

Thirty-fifth schools should fill in and issue academic certificates and degree certificates in strict accordance with the types of running schools and learning forms determined at the time of enrollment.

Thirty-sixth schools should implement the electronic registration management system of higher education diploma, and report the graduation (completion) certificate information issued every year to the local provincial education administrative department for registration, and the provincial education administrative department shall report it to the education administrative department of the State Council for the record.

Thirty-seventh students who have completed their studies in this major and minored in other majors and met the minor requirements of this major will be awarded a minor certificate by the school.

Thirty-eighth in violation of national enrollment regulations, schools may not issue academic certificates and degree certificates; Schools should take back the academic certificates and degree certificates that have been issued, and report to the administrative department of education to declare the certificates invalid.

Thirty-ninth diploma, degree certificate, degree certificate is lost or damaged, by my application, the school issued a corresponding certificate after verification. This certificate has the same effect as the original certificate.

Chapter IV Campus Order and Extracurricular Activities

Fortieth schools should maintain the normal order of the campus and ensure the normal study and life of students.

Forty-first schools should establish and improve the organizational forms of students' participation in democratic management, and support and guarantee students' participation in democratic management of schools according to law.

Forty-second students should consciously abide by the moral standards of citizens, consciously abide by the school management system, and create and maintain a civilized, clean, beautiful and safe learning and living environment.

Students are not allowed to drink, fight, gamble, take drugs, spread, copy and sell illegal books, periodicals and audio-visual products that violate public security management; Shall not participate in illegal pyramid schemes and engage in cult and feudal superstitious activities; Do not engage in or participate in activities that damage the image and social morality of college students.

Article 43 No organization or individual may engage in religious activities in schools;

Article 44 Students may organize and join student organizations in schools. Students who form a group should submit a written application according to the relevant regulations of the school and report it to the school for approval.

Student organizations shall operate within the scope of the Constitution, laws, regulations and school management system, and accept the leadership and management of the school.

Article 45 Schools advocate and support students and student groups to carry out academic, scientific, technical, artistic, recreational and sports activities beneficial to physical and mental health.

Students' extracurricular activities shall not affect the normal education, teaching and life order of the school.

Forty-sixth schools should encourage, support and guide students to participate in social practice, social services and carry out work-study programs, and give necessary help according to the actual situation.

Students participating in work-study activities shall abide by laws and regulations and the management system of schools and employers, and fulfill the relevant agreements on work-study activities.

Forty-seventh students to hold large-scale assembly, procession, demonstration and other activities, should be approved in accordance with legal procedures and relevant regulations. Without approval, the school shall dissuade or stop it according to law.

Forty-eighth students should abide by the provisions of the state and schools on the use of computer networks, and must not log on to illegal websites or spread harmful information.

Forty-ninth schools should establish and improve the student accommodation management system. Students should abide by the school's regulations on student accommodation management.

Chapter V Reward and Punishment

Article 50 Schools, provinces (autonomous regions and municipalities directly under the Central Government) and relevant state departments shall commend and reward students who have all-round development in morality, intelligence, physique and aesthetics, or students who have made outstanding achievements in ideological and moral character, academic achievements, scientific and technological creation, physical exercise and social services.

Article 51 students may be commended and rewarded by means of awards? Miyoshi students? Title or other honorary titles, scholarships and other forms, giving corresponding spiritual encouragement or material rewards.

Fifty-second students who violate laws, regulations and disciplines shall be criticized and educated or disciplined by the school.

The punishment given to students by the school should be commensurate with the nature of students' violation of laws, regulations and disciplines and the severity of their faults.

Fifty-third types of disciplinary action are divided into:

(1) warning;

(2) serious warning;

(3) recording a demerit;

(4) Stay in school for observation;

(5) expulsion from school.

Fifty-fourth students in any of the following circumstances, the school can be expelled from school:

(1) Violating the Constitution and opposing the Four Cardinal Principles, undermining stability and unity and disturbing social order;

(two) in violation of state laws, which constitutes a criminal offence;

(three) due to violation of public security management punishment, the nature of bad;

(four) taking exams for others, taking exams for others, organizing cheating, cheating with communication equipment and other serious cheating behaviors;

(five) plagiarism, plagiarism of other people's research results, if the circumstances are serious;

(six) violation of school rules and regulations, seriously affecting the order of school education and teaching, life order and public place management order, infringing on the legitimate rights and interests of other individuals and organizations, resulting in serious consequences;

(seven) repeated violations of school rules by disciplinary action, education does not change.

Fifty-fifth schools to punish students, should be due process, sufficient evidence, clear basis, accurate qualitative, appropriate punishment.

Fifty-sixth schools should listen to the statements and arguments of students or their agents before making a decision on punishment.

Article 57 A school's decision to expel a student from school should be studied and decided by the president's meeting.

Fifty-eighth schools to punish students, it shall issue a written decision on punishment, and send a copy to me. The decision to expel a student should be reported to the provincial education administrative department where the school is located for the record.

Article 59 The written disciplinary decision made by a school on a student shall include the facts, reasons and basis of the disciplinary action, and inform the student of the time limit within which he can lodge a complaint.

Article 60 A school shall set up a student complaint handling committee to accept students' complaints about disqualification, withdrawal from school or disciplinary actions in violation of rules and regulations.

The student complaint handling committee consists of school principals, functional department heads, teachers' representatives and students' representatives.

Article 61 If a student refuses to accept the punishment decision, he may submit a written complaint to the school student complaint handling committee within 5 working days from the date of receiving the school punishment decision.

Article 62 The student complaint handling committee shall review the complaints made by students, make a review conclusion and inform the complainant within 15 working days from the date of receiving the written complaint. Need to change the original punishment decision, by the student complaint handling committee submitted to the school to re study the decision.

Article 63 Students who have objections to the review decision may file a written complaint with the provincial education administrative department where the school is located within 15 working days from the date of receiving the review decision of the school.

The provincial education administrative department shall handle and answer the complainant's questions within 30 working days from the date of receiving the student's written complaint.

Sixty-fourth from the date of the decision of punishment or reconsideration, if a student fails to file a complaint within the appeal period, the school or the provincial education administrative department will no longer accept his complaint.

Sixty-fifth students who have been expelled from school will be issued with learning certificates by the school. Students leave school within the time limit stipulated by the school, and the files and accounts are returned to the place where the family is registered.

Sixty-sixth of the students' reward and punishment materials, the school should be truly and completely classified into school documents and personal files.

Chapter VI Supplementary Provisions

Sixty-seventh students receiving adult higher education, overseas Chinese and students from Hong Kong, Macao and Taiwan, and overseas students shall be managed with reference to these regulations.

Article 68 Institutions of higher learning shall formulate or revise student management regulations according to these Regulations, and report them to the competent education administrative department for the record (schools affiliated to the central ministries and commissions shall also send a copy to the local provincial education administrative department), and make them public to students in a timely manner.

Provincial education administrative departments shall, in accordance with these Provisions, guide, inspect and urge local colleges and universities to implement student management.

Article 69 These Provisions shall come into force as of September 6, 2005. The Regulations on the Administration of Students in Colleges and Universities issued by the former State Education Commission (Order No.7 of the State Education Commission) and the Regulations on the Administration of Graduate Student Status (J [1995] No.4) shall be abolished at the same time. Where the provisions of other relevant documents are inconsistent with these Provisions, these Provisions shall prevail.
