Mao Zedong, Zhu De and other older generations, with a single spark, can start a prairie fire, and waged arduous struggles. Now this single spark has lit up the whole of China, and the Jinggangshan spirit of "firm belief, seeking truth from facts, daring to break new paths, relying on the masses and being brave in victory" inspires generations of latecomers to wave after wave, and its essence is "seeking truth from facts". At present, we are in the period of building a well-off society in an all-round way and building a socialist market economy, and we need Jinggangshan spirit to blaze new trails, work hard and be pragmatic. This time, I participated in the seminar on leading personnel cadres organized by the whole city, and I was deeply touched. After listening to the personal lectures and in-depth explanations given by the leaders of the Organization Department of the Municipal Party Committee, especially after studying in Jinggangshan party member Education and Training Center, I deeply feel that as a leader of the Organization Department, I have a great responsibility on my shoulders. Only by constantly learning new ideas, earnestly enhancing the sense of responsibility and adhering to the principle of seeking truth from facts can we do all the tasks of organizational work well.
At present, governments at all levels attach great importance to the education and training of cadres. According to the spirit of the XX-20 10 National Cadre Education and Training Planning Conference in the Political Bureau of the Central Committee, and taking part in the special seminar on personnel leading cadres organized by the whole city, I will talk about the following two experiences on how to do a good job in cadre education and training:
First, make good use of the three degrees to effectively promote the education and training of cadres.
First, pay attention to the depth of ideological and political work. While making full use of relevant conferences, special education activities and other opportunities to do a good job in ideological education of cadres, we should pay attention to the actual situation of each unit, closely follow the current situation of ideological work of cadres, identify the main problems, combine general education with "one person, one thing" education, and carry out ideological and political work to really impress the hearts of cadres. Formulate and issue opinions on the implementation of cadres' ideological and political construction, and make comprehensive and detailed provisions on the principles, methods, procedures and mechanisms of ideological and political work, so as to provide institutional basis for effectively enhancing cadres' entrepreneurial awareness. Improve the system of regular analysis of the ideological and political quality of leading bodies and leading cadres, and do a good job of feedback and application of the results of regular analysis, so as to provide a basic basis for the allocation of leading bodies.
Second, pay attention to the frequency of style education. Adhere to the theme education, use positive examples to motivate cadres, and use negative examples to urge cadres to be alert, so that cadres are often educated and change their style of work. Regularly organize democratic appraisal activities, expose the units with style problems found in the last two times or supervision, and link them with the assessment of units and individuals. In addition, we should make great efforts to solve the phenomenon of "mountains and rivers remain unchanged after storms" in previous special education activities, do a good job of connecting special education activities, and check whether the original rectification measures are really implemented by "looking back".
The third is to pay attention to the intensity of education and training. According to the five-year plan for education and training of cadres, cadres in charge of the district, especially party and government cadres and young and middle-aged cadres, will be trained on a large scale, so that cadres of all levels and types will receive general education and training every five years to further update their knowledge and improve their skills. Do a good job in quality training and practical training, arrange some district management cadres to participate in the training of party schools of municipal committees, institutions of higher learning and foreign training institutions every year, and carry out initial training, on-the-job training, professional training and knowledge updating training for civil servants at different levels; Every year, a certain number of outstanding young cadres are sent to key projects, comprehensive departments and temporary institutions for attachment exercise. Strictly implement the system of presentation, evaluation and assessment of leading cadres, actively promote the credit system assessment of leading cadres, and take the participation of leading cadres in learning and training, theoretical literacy, learning effect and application of theory to solve practical problems as an important basis for the use, reward and punishment of leading cadres.
Two, the implementation of the "five optimizations", and constantly improve the quality of cadre education and training.
The first is to optimize training opportunities. Spring and autumn are the best time for cadre training every year, and the training should not conflict with the key work in the whole region, the peak period of organ training and the cadres' own work. Adhere to the "three non-overlapping" and "three preparations", do a good job in selecting and employing people, preparing for posts and adapting to the situation, and strive to ensure that every civil servant and professional and technical personnel below the department level participate in education and training for not less than two months each year. At the same time, pay attention to daily training regardless of time, strengthen cadre training on weekends, holidays and 8 hours away, and hold "weekend" classes for cadres below the department level in due course. Each district management cadre must complete the online 70-hour course task every year, and effectively increase the proportion of daily study in the total training volume.
The second is to optimize the training target. Select the culture objects with high standards and requirements. According to the actual situation of young and middle-aged cadres, the organization department formulates an annual training plan at the beginning of each year, pays attention to the "four priorities" in the selection of candidates, gives priority to reserve cadres, young cadres and cadres promoted to leading positions, reasonably determines training candidates, arrives at the cadre work unit in advance, and directly transfers training to young and middle-aged cadres in key positions. Informed criticism will be given to cadres who do not participate in the training for no reason, so as to ensure the unity of the training quantity and quality. Adhere to the key training of backbones, give priority to training outstanding cadres, step up the training of cadres in short supply, and comprehensively train young cadres.
The third is to optimize the training content. In the arrangement of training content, according to the characteristics of young and middle-aged cadres, theoretical basis, strategic thinking, party spirit training and professional ability are the main contents of training for young and middle-aged cadres, helping young and middle-aged cadres to strengthen their ideals and beliefs, enhance their party spirit cultivation and improve their practical work ability throughout the whole process of education and training; Choose courses according to the menu, and choose the knowledge and skills that cadres need urgently at present, in the near future or in the medium term for training; According to different classes, different objects and different purposes of cadre training, special seminars will be held to study the scientific and reasonable setting of teaching content.
The fourth is to optimize the training methods and types. Through various channels, young cadres should be sent to institutions of higher learning for further study, to study in other places, to train abroad, and to train young cadres at the grassroots level. Actively explore modern training methods, fully tap the online learning resources of cadres by multimedia means such as audio-visual education and online training, plan to realize online learning for all civil servants in the region, improve the participation of students, and accelerate the modernization of cadre education and training; According to the characteristics of different levels and types of cadres, various teaching methods such as lectures, investigations, cases, simulations and experiences are comprehensively used. Among them, in view of the fact that the style of village cadres is loose, we should contact relevant military colleges and universities with militarized training mode to continuously improve the comprehensive quality of village cadres; At the same time, strengthen practical teaching, organize cadres to participate in major activities in the whole region through on-the-job training, and improve their ability to apply theoretical analysis and solve practical problems.
The fifth is to optimize training units and train teachers. On the basis of continuing to maintain the teaching base of the Party School of the District Committee, we will further expand the scope of cooperation, give full play to the advantages of Xi 'an university resources, explore and open up training channels in colleges and universities, and make effective use of training resources in colleges and universities through the combination of theoretical study and field investigation. Introduce the competition mechanism into the selection and management of training institutions, strengthen the supervision and inspection of cadre education and training bases, and improve the self-restraint and self-management mechanism of education and training bases. On the construction of teaching staff, on the basis of relying on the teachers of the Party School of the District Party Committee, the method of regular probation is implemented, and excellent teachers are selected from the teachers who undertook the training of backbone teachers in the previous cycle as the current teaching teachers. At the same time, experts and professors from universities and party schools in provinces and cities are invited to give lectures every year, and teachers and party school teachers are invited to form complementary advantages in knowledge structure to improve the teaching management level of cadre education and training.
I have gained a lot from this training and study, and the two points I feel most are the above. Of course, cadre education and training is a complex systematic project, and it is far from enough to achieve the above two points. This requires us to further combine the actual situation of Weiyang in our future work, constantly popularize and apply good practices and experiences from other places to practical work, constantly emancipate our minds, renew our concepts, and constantly innovate, so as to promote the continuous development and progress of Weiyang's cadre education and push the construction of cadres to a new level.
