In order to further promote the coordinated, balanced and sustainable development of compulsory education in urban and rural areas, optimize the rational allocation of school teachers in our district, and comprehensively lay a solid foundation for the development of educational connotation, this implementation plan is formulated according to the Notice of Z District Education Bureau on the Implementation Measures for the Exchange and Rotation of School Teachers in Z District (Trial) (LJ [2020] No.43).

Article 1 In order to realize the balanced development of school education in our district, accelerate the modernization of education, continuously promote the rational allocation of teachers' resources, optimize the structure of teachers' team, improve the overall quality of teachers' team, enhance the vitality of teachers' team, and provide a strong guarantee for running every school well.

Article 2 According to the requirements of the District Education Bureau, the communication between teachers and principals follows the following principles:

(1) promotes balance. Balanced and reasonable allocation of teachers' resources, optimization of teachers' subject structure, professional title structure and age structure, narrowing the gap between schools, narrowing the gap between urban and rural areas, striving to run every school well and promoting the healthy growth of every student.

(2) Strengthen the incentive mechanism. Through communication, we can increase exercise opportunities, eliminate teachers' job burnout, constantly stimulate work enthusiasm and innovative ability, improve teachers' ability to adapt to different schools and students, enhance teachers' vitality, and promote teachers' professional development and sustainable development of schools.

(3) Orderly flow. Incorporate the exchange of teachers and principals into the district education development plan and the teacher team construction plan, focus on guiding the principals of backbone teachers to flow to rural schools (teaching points) and weak schools in urban areas, and guide the teachers of overstaffed schools to flow to schools without overstaffed.

(4) Overall consideration. Coordinate the different needs of various schools and teachers, coordinate the training, use and structural optimization of exchanges, coordinate the actual situation of schools and exchange objects, take into account the characteristics and advantages of running schools, take into account the actual situation of work, life and family of exchange objects, maintain the dynamic balance of teachers, and maintain a good education and teaching order in schools.

(5) Open standards. Open the communication methods, procedures and results between teachers and principals, standardize operations, be strict in discipline, strengthen supervision, and effectively prevent corruption caused by violations and unfairness.

Article 3 Exchange rotation refers to the flowing process of personnel relations when career establishment teachers transfer from one school to another. The exchange targets are principals (including other middle-level and above cadres, the same below) and teachers who have served or taught in the same school for a certain number of years.

Article 4 The following persons shall not be included in the scope of communication:

(1) Teachers whose males are over 50 years old and whose females are over 45 years old (female teachers with senior titles who choose to postpone retirement are over 50 years old).

(2) Teachers who have worked in two schools and attended other schools and have worked in each school for more than three years.

(3) Teachers during pregnancy and lactation, or teachers who are sick and diagnosed as unsuitable for communication by hospitals designated by the District Education Bureau.

(four) the leading teachers who undertake the characteristic courses of the school and the teachers who undertake the major teaching and scientific research projects of the school may not be included in the exchange object for the time being with the consent of the District Education Bureau.

(five) the next school year as a graduating class of teachers, the school really needs to stay in school can be suspended, but the extension of time shall generally not exceed one year.

Article 5 The following persons are qualified for annual exchange:

(a) the principal or secretary of the same school for a period of nine years;

(2) Deputy school-level and middle-level cadres who have held the same position in the same school for 6 years; (3) Teachers who have taught in the same school for 12 years;

(four) one of the husband and wife is in the same school (the object that meets the first paragraph of Article 4 is still included in the scope of communication); (5) Relevant personnel who meet the conditions stipulated in the second, third and fourth paragraphs of Article 4, but have worked in the same school for over 15 years; (six) no more than 3 years of work experience in non-urban schools or 2 schools (kindergartens), and have won the honor of district-level discipline backbone and above urban teachers; (seven) teachers who have been newly assigned or transferred from outside the district to Z city school for 3 years and have not worked in Z rural (non-urban) schools.

(eight) other relevant personnel who need to adjust their communication due to work needs and structural optimization.

Sixth teachers and principals who do not meet the communication conditions or do not need to be included in the scope of communication can be included in the scope of communication with the consent of the school (kindergarten) and the approval of the District Education Bureau.

Article 7 Exchanges shall be conducted in the whole region. After the exchange, the service time is generally not less than 3 years.

Article 8 Principals who meet the exchange conditions shall, in principle, conduct exchanges, and the proportion of honorary teachers with academic backbone and above who participate in the exchange every year shall not be less than 15% of the total number of backbone teachers who meet the exchange conditions. The annual turnover rate of compulsory education schools, kindergartens and adult schools is not less than 5%-8% of the total number of teachers.

Article 9 The internal teaching, secondment and inter-school exchange of the education group are included in the work experience of other schools; The inter-school mobility of the central school counts the work experience of the same school.

Article 10 The exchange and rotation of principals shall generally refer to the document "Several Opinions of Z District Education Bureau on Improving the Management of Principals (Principals) in Primary and Secondary Schools (Kindergartens)" (1 1). The exchange and rotation of middle-level cadres are generally carried out in accordance with the Implementation Opinions on the Implementation of Competitive Posts for Middle-level Cadres in Z District Schools (Lun Fa [2020]12) and the principle of post equivalence and suitability for people and posts. Over-aged personnel are regarded as ordinary teachers for exchange and rotation; In general, the order in which teachers are recommended to communicate by rotation personnel is arranged in the order of individual volunteer, work experience in the same school, age and special needs of teaching work.

Eleventh incentives and guarantees

(a) the new principal of a compulsory education school should have worked in two schools, of which the working time in each school is generally not less than three years, or has worked in a rural school for more than six years.

(II) When teachers of compulsory education schools select provincial-level special-grade teachers, district-level and above famous teachers and principals (principals), the selected person shall have working experience in two or more schools, working in each school for not less than 3 years, or having working experience in rural schools for 6 years or above.

(three) participating in the intermediate and above titles, must have more than one year of rural (non-urban) teaching experience; The participating backbone teachers must have three years or more experience in rural (non-urban) teaching services. The service experience of backbone teachers in rural schools is included in the annual assessment index of backbone teachers.

(4) In the selection of provincial super teachers and provincial teaching rookies, as well as the training of famous teachers and principals in Zhejiang Province and the training of provincial backbone teachers, priority is given to the exchange of backbone teachers from urban schools to rural schools.

(five) teachers who meet the communication conditions and refuse to communicate without other special reasons shall not be evaluated, appraised and promoted to senior professional titles within three years.
