Compulsory education is a compulsory, free and universal public welfare undertaking, and people's governments at all levels must ensure that all school-age children and adolescents receive compulsory education on an equal footing according to law.
Compulsory education is exempt from tuition and miscellaneous fees, and the system of providing textbooks free of charge is gradually implemented. Teachers, funds, books, equipment and school buildings required for compulsory education shall be guaranteed by the people's governments at or above the county level according to law. Article 3 The implementation of compulsory education adheres to the working principles of giving priority to development, educating people, reforming and innovating, promoting fairness and improving quality.
The people's governments at or above the county level shall rationally allocate educational resources, promote the balanced development of compulsory education, improve the conditions for running weak schools, and take measures to ensure the implementation of compulsory education in rural areas, poverty-stricken areas and ethnic minority areas. Article 4 Compulsory education shall be implemented under the system of overall planning and implementation by the provincial people's government and management by the people's government at the county level.
The provincial people's government formulates the implementation plan of compulsory education in the whole province, decides on major issues of compulsory education, co-ordinates the implementation of compulsory education funds in the whole province, organizes the implementation of compulsory education in the whole province and conducts supervision and inspection.
City (state) people's government shall formulate the implementation plan of compulsory education in this administrative region, raise funds for compulsory education at the corresponding level, and supervise and inspect the implementation of compulsory education by subordinate departments and people's governments at lower levels.
The people's governments at the county level are responsible for the specific management of compulsory education, formulate the development plan of compulsory education in their respective administrative areas, plan and build schools, strengthen the construction of teachers, implement the compulsory education funds that should be borne by the governments at the corresponding levels according to law, ensure the normal operation and safety of schools, and maintain the order around schools.
The education administrative department of the people's government at or above the county level is specifically responsible for the implementation of compulsory education, and other relevant departments are responsible for the implementation of compulsory education within their respective functions and duties.
Township people's governments and sub-district offices shall do a good job in the implementation of compulsory education in accordance with the prescribed responsibilities. Article 5 The people's governments at or above the county level shall implement the target responsibility system and accountability system for compulsory education, and make overall plans for the balanced development of compulsory education, enrollment guarantee, the construction of teachers' team, quality education, fund investment and school safety. As an important part of assessing the government, relevant departments and their responsible persons.
In the event of a major event that violates these regulations, hinders the implementation of compulsory education and has a major social impact, the person in charge of the people's government or the person in charge of the education administrative department who bears the direct leadership responsibility should take the blame and resign. Chapter II Balanced Development and Educational Equity Article 6 The people's governments at or above the county level shall incorporate the priority and balanced development of compulsory education and the promotion of educational equity into their economic and social development plans, establish and improve the guarantee mechanism, increase the inclination of educational resources to rural areas, poverty-stricken areas, ethnic minority areas and weak schools, and accelerate the elimination of the gap between schools, urban and rural areas and regions in the compulsory education stage. Gradually realize the balanced allocation of compulsory education teachers, the standardization of infrastructure and the integration of education quality. Article 7 The people's governments at the provincial level shall improve the financial transfer payment system for compulsory education funds, and increase the transfer payment to rural areas, poverty-stricken areas and ethnic minority areas according to the principle that rural areas are higher than cities and poverty-stricken areas and ethnic minority areas are higher than economically developed areas. The people's government at the county level shall, in accordance with the provisions, use all the transfer payment funds for compulsory education. Encourage economically developed areas to support poor areas and ethnic minority areas to implement compulsory education. Eighth people's governments at or above the county level shall, in accordance with national standards, speed up the standardization of compulsory education schools, speed up the transformation of weak schools, and narrow the gap between schools.
The people's governments at or above the county level and their education administrative departments shall not divide schools into key schools and non-key schools. Schools may not set up key classes and non-key classes.
Establish and improve the system of balanced and reasonable distribution of high-quality ordinary high school enrollment places to junior high schools. Article 9 The education administrative department of the provincial people's government shall establish and improve the flow system of teachers and principals, improve the encouragement policies, and promote the cooperative exchange and rational flow of teachers and principals between urban and rural areas, between regions and between schools.
The people's government at the county level and its education, human resources and social security departments should allocate teachers' resources in a balanced way, give priority to rural schools and weak schools in cities and towns in terms of staffing, post setting, job (title) evaluation and employment, backbone teachers' equipment, and exchange of teachers and principals, improve the discipline, title and age distribution structure of teachers in urban and rural schools, and promote the relative balance of teachers between schools. Article 10 Urban school teachers who have been engaged in compulsory education in rural areas, poverty-stricken areas and ethnic minority areas for more than 1 year are given priority under the same conditions in the evaluation, employment, further study and admission of graduate students majoring in education in colleges and universities in this province. When urban primary and secondary school teachers are promoted to senior teacher positions (titles), they should have more than 1 year teaching experience in rural schools or weak schools in cities and towns.
Special-grade teachers, Hubei famous teachers, and teachers above the post (title) of deputy senior middle schools, who meet the teaching conditions and voluntarily teach in rural schools and weak schools in cities and towns, may appropriately extend their retirement age in accordance with the provisions of the state and the province.
