The Third Session of the 13th National People's Congress passed the Civil Code of People's Republic of China (PRC) (hereinafter referred to as the Civil Code), which will be implemented in 200211,which has great practical and far-reaching historical significance. In order to thoroughly implement the important instructions of the higher authorities on the extensive popularization of the Civil Code and do a good job in the popularization of the Civil Code, a wave of learning, publicity and implementation was quickly set off in the county. Now combined with the actual situation of our county, the following scheme is formulated:

Since July, a publicity campaign for the popularization of the Civil Code with the theme of "advocating the spirit of the code and building a better life together" has been deployed throughout the county, creating a strong social atmosphere for the formal implementation of the Civil Code. Through concentrated publicity, the basic principles of equality, voluntariness, fairness, honesty and credibility in civil activities, the basic requirements of the Civil Code on adhering to the equality of subjects, protecting property rights, facilitating the circulation of transactions, maintaining personal dignity, promoting family harmony, and investigating tort liability, as well as a series of new regulations, new ideas and new spirits, have enabled the broad masses of cadres and people in the county to fully understand the important nodes of building a well-off society in an all-round way. Promulgating and implementing a civil code that conforms to China's national conditions, embodies the characteristics of the times and reflects the wishes of the people is of great and far-reaching significance. Really let the civil code "go to the masses and enter the hearts of the masses", so that the spirit of the code, the concept of rule of law and the provisions of the law can be heard, and the institutional advantages established by the code can be better transformed into governance efficiency and development victory.

(1) Organizing the study and education of the Civil Code for the public.
The public is the beneficiary of the civil code and the most widely followed. Towns (streets), departments and units should rely on the publicity and education base of the rule of law, democratic and rule-of-law villages (communities), new era civilization practice centers (stations), rural cultural auditoriums and other places to generally carry out a publicity campaign for the popularization of the Civil Code; Combined with its own functions, promote the civil code to enter hotels, public transport places, networks and other fields; Use our electronic display screen, service window touch screen, WeChat official account, website and other external media platforms to promote the publicity content of the Civil Code. In the process of legal service, the majority of lawyers in the county carried out the publicity of the civil code, which made clear the great significance of the promulgation and implementation of the civil code and the hot issues of concern to the masses. Village (community) legal advisers should carry out at least one publicity campaign in the consultant village to ensure full coverage of all villages (communities) in the county.

Combined with the special publicity campaign of "Prevention and Control of Epidemic by Law" and the Regulations of Zhejiang Province on Promoting the Development of Private Enterprises, the contents of the civil code on the rules of conduct for civil and commercial activities, basic compliance and the system of expropriation and requisition were highlighted.

The implementation level and effect of the Civil Code is an important measure to measure the party and government organs at all levels to fulfill the purpose of serving the people. Taking the "Three-door Lecture Hall" as the carrier, experts were invited to hold lectures on the interpretation of the Civil Code for leading cadres in the county.
(3) Organizing young people to study and educate the Civil Code.
Teenagers are the future of the motherland, so we should firmly grasp the "critical period" of teenagers and extensively carry out the study and education of the civil code for teenagers, so as to lay a solid foundation for the practical implementation of the civil code.

Combined with the fifth provincial students' activity of "learning about the constitution", the study and education activities with the constitution as the core and the civil code as the focus were carried out.

The Law Popularization Office organizes professionals to set up special publicity on the Civil Code on county-level law popularization platforms such as rural broadcasting.
3. Case interpretation+law popularization. County judges, prosecutors, administrative law enforcement personnel, lawyers, etc. , should do a good job in administrative law enforcement, dispute mediation and legal services in the process of trial. Combined with the "ten-step law", we will carry out activities to explain the law by case, educate people around us by example and promote the popularization of the civil code.
4. Concentrate on preaching+popularizing law. The county judicial bureau and the county law popularization office set up a civil code propaganda group, invited legal workers who are good at civil law, and established a civil code propaganda menu. After the supply and demand sides accurately docked, they went to organs, villages, schools, enterprises, etc. to carry out centralized publicity, focusing on collective study and training of the civil code for county-level departments, township (street) law popularization workers, village (residential) law popularization volunteers, etc. , expand publicity coverage.

Towns (streets), departments and units should regard the popularization of the Civil Code as an important political task at present and in the future, as a long-term and basic work, do a good job in the study, publicity and implementation of their own units, make overall arrangements and do a good job in implementation.

Law enforcement judicial personnel should standardize civilized law enforcement in strict accordance with the provisions of the Civil Code, improve judicial credibility, and take the lead in safeguarding the authority of the Civil Code. The law popularization office should take the popularization of the civil code as an important assessment index for the final summary and acceptance of the Seventh Five-Year Plan and incorporate it into the Eighth Five-Year Plan.
Villages and towns (streets), departments and units should dig up typical cases, cases and outstanding figures in the publicity activities to carry out publicity reports, and timely submit the publicity information of the Civil Code to the county-level law popularization office.
