From 2002 1 to1,the Ministry of Education, together with the Development and Reform Commission and other five departments, jointly issued the Notice on Strengthening the Supervision of Pre-payment of Off-campus Training Institutions, explicitly requiring all localities to supervise the pre-payment of Off-campus Training Institutions (regardless of disciplines and non-disciplines) by means of bank custody and risk deposit, and the minimum amount of risk deposit shall not be less than the total amount of fees collected by all students in a single charging period (three months).
At the beginning of 2022, all localities will be deployed to carry out self-examination and cross-examination of districts and counties that supervise the fees and funds of non-disciplinary off-campus training institutions to ensure the implementation of regulatory policies before fees and ensure the safety of funds.
At present, all localities generally adopt bank custody or risk margin to supervise the advance payment of off-campus training for non-subjects. According to the statistics of the national comprehensive platform for off-campus education and training supervision and service, 95,400 non-discipline off-campus training institutions have adopted bank custody or risk margin to supervise the training advance payment according to the regulatory requirements, and the proportion of institutions included in the supervision is 88%.
Management of off-campus training for non-majors;
There are various types of off-campus non-disciplinary training. At present, it is mainly based on market pricing. Since the "double reduction" reform, the Ministry of Education, together with the National Development and Reform Commission, the General Administration of Market Supervision and other departments, has actively deployed various localities to carry out the investigation and rectification of off-campus illegal training fees, maintain continuous high pressure, and put an end to malicious price increases and overtime training fees.
In order to further strengthen the price supervision of off-campus non-discipline training and safeguard the interests of the masses, since April 2022, the Ministry of Education has entrusted the price monitoring center of the National Development and Reform Commission to continuously monitor the market prices of off-campus non-discipline training services in Beijing, Shanghai and other cities. Judging from the current monitoring results, the price of off-campus non-discipline training in China has remained stable as a whole. At the same time, we will work with the CSRC and other departments to prevent excessive capital involvement in off-campus training and prevent new anxiety.
