However, in the current field of education evaluation, the tendency to evaluate the quality of primary and secondary education only by students' academic performance and school enrollment rate has not been fundamentally reversed, which has brought a series of negative effects, such as increasing students' academic burden, ignoring students' comprehensive quality and physical and mental health, and lacking innovation ability.

In this reality, although the Ministry of Education has issued many documents, "fully implementing quality education and promoting students' all-round development" is an important goal of the current educational reform and development, but it has never been realized.

It is in order to promote the implementation of quality education and establish a correct and comprehensive view of education quality that the Ministry of Education issued the Opinions on Promoting the Reform of Comprehensive Evaluation of Education Quality in Primary and Secondary Schools (hereinafter referred to as the Opinions), which stipulates that students' all-round development should be promoted from the perspective of education evaluation, aiming at bringing morality, mental health, hobbies and academic burden into the education quality evaluation system in an all-round way, giving full play to the guiding role of education evaluation, and implementing the educational objectives of quality education and promoting students' all-round development. It can be said that education evaluation reform is the starting point of comprehensive education reform.

"The college entrance examination is a baton", "Teachers and students focus on exams" and "exams are teachers' magic weapons and scores are students' lifeblood", all of which are talking about the powerful role of evaluation. However, for a long time, educational evaluation only focused on "academic performance", which led some people to think that "evaluation" and "examination" are the opposite of quality education, and even thought that education would develop healthily only if evaluation was removed. In fact, the problem lies in the unscientific evaluation of education. The promulgation of "Opinions" is to consciously guide evaluation to play a positive guiding role, and its important significance lies in clarifying the important role of educational evaluation in implementing the party's educational policy and educating people.

Generally speaking, paying attention to educational evaluation is actually paying attention to the achievement of educational goals. The result of educational activities exists in the designer's mind in the form of goals before the beginning of educational activities, which guides the whole process of educational activities. Educational goal is the starting point and destination of educational activities. So, did the educational activities achieve the educational purpose? What is the degree of achievement? What efforts have been made to achieve the educational goals? What do you need to stick to? What needs to be improved? These should be mainly reflected through educational evaluation.

In other words, not paying attention to evaluation means not paying attention to whether the educational goals are achieved, that is, being indifferent to the educational goals. It is in this sense that the Opinions regards evaluation reform as an important measure to "fully implement the Party's educational policy" and "implement the fundamental task of educating people with moral education". As an internal part of educational activities, educational evaluation, like other links in educational activities, has an important responsibility and role in implementing the party's educational policy and the fundamental task of moral education. More importantly, it also guides the direction, content and process of other links in educational activities.
