Preschool education as mentioned in these Regulations refers to the care and education of preschool children implemented by preschool education institutions.
Preschool education institutions as mentioned in these Regulations refer to kindergartens that provide care and education for preschool children. Article 3 The development of preschool education is the common responsibility of the government, society, families and preschool education institutions. Adhere to public welfare and inclusiveness, adhere to government-led, social participation and public-private development, build a public service system for preschool education covering urban and rural areas and developing in a balanced way, and ensure preschool children to receive preschool education. Article 4 The municipal and county (city) district people's governments shall strengthen their leadership over preschool education, formulate a development plan for preschool education, establish a joint conference system for preschool education composed of relevant departments, and coordinate major issues concerning the development of preschool education within their respective administrative areas.
City and county (city) district education administrative departments in charge of preschool education within their respective administrative areas.
Development and reform, urban and rural planning, construction, health, finance, human resources and social security, industry and commerce administration, civil affairs, public security, food and drug supervision and other departments, women's federations, disabled persons' federations and other units, the town (township) people's government and sub-district offices shall, according to their respective functions and duties, coordinate in pre-school education. Fifth people's governments at all levels should appropriately increase the proportion of public kindergartens and actively develop inclusive private kindergartens.
Encourage and support citizens, legal persons and other organizations to establish various preschool education institutions according to law or donate money to support preschool education in various forms.
Private kindergartens have the same status as public kindergartens in examination registration, classification and grading, evaluation and guidance, teacher training, professional title evaluation, qualification recognition, recognition and reward.
The inclusive private kindergartens mentioned in these Regulations refer to private kindergartens that are oriented to the public, for the purpose of non-profit, enjoy public financial support, and charge according to the standard of public kindergarten care fees. Chapter II Planning and Construction Article 6 The special planning of preschool education layout shall be worked out by the education administrative department of the city and county (city) jointly with the competent department of urban and rural planning at the same level according to the distribution, mobility trend and demand of preschool children, and shall be implemented after being approved by the people's government at the same level. Relevant regulatory detailed planning shall implement the contents of special planning for preschool education layout.
City and county (city) District People's governments shall, according to the special planning of preschool education layout, make reasonable arrangements and timely adjust the scale and standards of preschool education institutions, so as to provide convenience for preschool children to enter the park nearby. Seventh development and construction of urban residential areas, should be based on the planning conditions, to provide land for education or according to the requirements of the land transfer contract to arrange pre-school education construction land, supporting the construction of pre-school education facilities. Pre-school education facilities supporting the construction of residential quarters should be planned, constructed and delivered simultaneously with residential quarters.
After the pre-school education facilities supporting the construction of residential quarters are completed, the construction unit shall, in accordance with the requirements of the land transfer contract, hand them over to the local education administrative department in time. Eighth pre-school education facilities supporting the construction of residential areas should be used to hold public kindergartens or inclusive private kindergartens. No unit or individual may change the use of supporting pre-school education facilities.
Pre-school education facilities supporting the construction of residential quarters should give priority to meeting the needs of owners. Article 9 The local people's government shall make overall arrangements for the remaining educational resources and other resources after the adjustment of the layout of primary and secondary schools in the completed residential quarters with insufficient pre-school education layout, and replace and transform them into pre-school education facilities. Tenth city and county (city) District People's governments should regard preschool education institutions as public service facilities in the new socialist countryside, make unified planning, give priority to construction and accelerate development.
At least one public kindergarten should be built in towns (townships) and streets, and the number of kindergartens should be appropriately increased with the development of economy and society. Chapter III Establishment and Approval Article 11 The establishment of pre-school education institutions shall conform to the local pre-school education development plan and special layout plan, and meet the following conditions:
(a) the name, articles of association and norms of the organization;
(2) Having a place, supporting facilities and employees that meet the requirements;
(3) Having the necessary funds for running a school and a stable source of funds;
(4) Other conditions stipulated by laws and regulations. Twelfth pre-school education institutions shall apply to the county (city) district education administrative department, and submit the following materials:
(a) the legal person qualification certificate or personal identity certificate of the promoters;
(two) the articles of association of the pre-school education institution to be established;
(3) Qualification certificates and health certificates of the personnel to be employed;
(four) proof of the ownership of the place and the source of funds of the pre-school education institution to be established;
(five) the school building quality inspection certificate, fire acceptance certificate or fire completion acceptance certificate for the record;
(six) catering service license and health care qualified opinions;
(seven) if a pre-school education institution is jointly organized, an agreement on joint organization shall be submitted;
(eight) other materials as prescribed by laws and regulations.
Those who apply for the establishment of private preschool education institutions shall also go through the establishment procedures in accordance with the provisions of relevant laws and regulations.
