The State Railway Administration and the Regional Railway Supervision Administration (hereinafter referred to as the railway supervision department) shall, in accordance with their statutory duties, improve the safety protection standards for high-speed railways, strengthen administrative law enforcement, and coordinate relevant units to eliminate hidden dangers endangering the safety of high-speed railways in a timely manner. Article 5 Departments of public security, natural resources, ecological environment, housing and urban and rural construction, transportation, water conservancy, emergency management, fire fighting and rescue institutions and other departments (hereinafter referred to as relevant departments) at all levels shall, in accordance with their statutory duties, coordinate and handle matters related to ensuring the safety of high-speed railways, do a good job in ensuring the safety of high-speed railways, and prevent and stop acts that endanger the safety of high-speed railways. Article 6 Relevant enterprises engaged in high-speed railway transportation, construction, equipment manufacturing and maintenance shall implement the main responsibility for production safety, establish and improve the responsibility system for production safety and relevant management systems for high-speed railway safety protection, implement relevant national standards for high-speed railway safety protection, implement safety production management institutions or staffing, strengthen the education and training of employees, improve safety production conditions, and ensure the necessary capital investment for high-speed railway safety protection. Seventh railway supervision departments, railway transport enterprises and other units shall, in accordance with the relevant provisions of the state, formulate emergency plans and organize emergency drills.
Railway transport enterprises shall be equipped with alarm devices and necessary emergency rescue equipment, facilities and personnel at stations, trains and other places in accordance with the relevant provisions of the People's Republic of China (PRC) Emergency Response Law. Article 8 The railway supervision departments and relevant departments of local people's governments at all levels along the high-speed railway shall implement the responsibility system of "whoever enforces the law shall popularize the law", strengthen the publicity and education of laws and regulations related to ensuring the safety of high-speed railway, enhance the awareness of safety protection, and prevent acts that endanger the safety of high-speed railway. Article 9 In order to support and encourage social forces to actively participate in the safety guarantee of high-speed railways, railway supervision departments and relevant departments as well as railway transport enterprises shall establish and publicly supervise reporting channels, and deal with problems affecting the safety of high-speed railways in a timely manner according to their respective responsibilities.
Units or individuals that have made outstanding contributions to the maintenance of high-speed railway safety shall be commended and rewarded in accordance with relevant regulations. Chapter II Line Safety Protection Article 10 Railway supervision departments shall promote and coordinate relevant departments and local people's governments along high-speed railways to build a comprehensive management system for high-speed railways, improve the operational mechanism of public security prevention and control, and implement the responsibility system for road protection and joint defense of high-speed railways. Article 11 The State Railway Administration shall, jointly with relevant departments and enterprises in the State Council, and the regional railway supervision administration shall, jointly with local people's governments, relevant departments and enterprises, promote the establishment of safety information notification and problem supervision mechanism, so as to achieve coordination, concerted efforts and joint prevention and control. Twelfth high-speed railway line safety protection zone delineation, in accordance with the "Regulations" and other laws, administrative regulations and relevant state regulations. Railway construction units or railway transport enterprises shall cooperate with the regional railway supervision administration or the local people's government to carry out the delineation of high-speed railway line safety protection zones. Where the local people's government organizes the delineation of high-speed railway line safety protection zones, after the delineation and announcement of the high-speed railway line safety protection zones are completed, the railway construction unit or railway transport enterprise shall provide relevant information to the regional railway supervision and administration bureau.
The construction of high-speed railway bridges and other engineering facilities across the river and near the river, and the delineation of high-speed railway line safety protection zones shall conform to flood control standards and shoreline planning requirements, and the project construction plan shall be submitted to the relevant water administrative department or authorized river basin management agency for examination and approval in accordance with the relevant provisions of the People's Republic of China (PRC) Water Law and the People's Republic of China (PRC) Flood Control Law.
The construction of high-speed railway bridges, tunnels and other engineering facilities that cross or cross the waterway and adjacent waterways, and the delineation of high-speed railway line safety protection zones shall be carried out in accordance with the relevant provisions of the People's Republic of China (PRC) Waterway Law and reported to the relevant transportation authorities or waterway management agencies for review. Thirteenth prohibit the burning and stocking of livestock in the high-speed railway line safety protection zone.
It is forbidden to discharge pollutants, dump garbage and other substances endangering railway safety into the high-speed railway line safety protection zone.
It is forbidden to enter, destroy or move the safety protection facilities of high-speed railways without authorization.
The construction of buildings, structures and other facilities in the high-speed railway line safety protection zone, soil borrowing, sand digging, trench digging, goaf operation or stacking and hanging articles must conform to the national standards and industry standards for ensuring the safety of high-speed railways, obtain the consent of railway transport enterprises, sign safety agreements, abide by construction safety norms, and take measures to prevent the impact on railway transport safety. Railway transport enterprises shall announce the departments and corresponding channels for handling relevant procedures, handle relevant procedures in a timely manner, and send personnel to conduct safety supervision at the construction site.
