1, Changsha, Zhuzhou and Xiangtan cannot be integrated because of some difficulties and challenges.
2. These cities have great differences in geographical location, development stage and industrial structure, so it is difficult to coordinate their respective interests and needs.
3. Policy coordination needs to be strengthened. The implementation of local policies is different, and there is insufficient support and coordination between them, which makes the integration of Changsha-Zhuzhou-Xiangtan Economic Zone more difficult.
4. Changsha-Zhuzhou-Xiangtan Economic Zone lacks effective mechanisms and means to promote cooperation and exchanges, common development concepts and visions, and good overall planning and coordination in the formulation and implementation of development strategies.
