Focusing on the goal of building a high-level teaching and research university with characteristics, we should carefully analyze the development pattern of similar universities at home and abroad, base ourselves on the development situation of schools during the Twelfth Five-Year Plan period, grasp the staged characteristics and laws of higher education development, persist in running schools according to law, consolidate the foundation, optimize the structure, enhance the connotation, focus on reform and innovation, highlight and solve major problems related to the development of schools, and accelerate the comprehensive reform of key tasks and links of schools. Vigorously promoting the comprehensive and coordinated development of various undertakings in the school is not only reflected in the innovation of ideas, methods and objectives, but also in the implementation of policies, projects and measures, making planning an action program to guide the sound, rapid and sustainable development of the school in the next five years.
Second, the preparation principles and requirements
(A) scientific positioning, clear objectives and principles
In the case of fully summarizing the implementation of the Twelfth Five-Year Plan, we should comprehensively sort out the development ideas of our school in recent years, summarize the characteristics and main achievements of running a school, find difficulties and gaps, carefully analyze the new requirements put forward by the economic and social development of countries, industries and regions for the development of our school, scientifically demonstrate the development goals, development ideas and construction priorities of our school during the Thirteenth Five-Year Plan period, and formulate effective strategic measures to make the plan practical, scientific, forward-looking and forward-looking.

Building a high-level teaching and research university with characteristics is the strategic orientation of our school's future development. All units should carry out in-depth and meticulous investigation and study, grasp the real situation, grasp the key issues, carefully study the planning content, and make the planning objectives, tasks and reform measures detailed. Planning should be combined with the national long-term planning and the "Thirteenth Five-Year Plan" of XX Province, combined with the school's own characteristics and the strategic goal of building a distinctive high-level teaching and research university. Third, the planning system
The "Thirteenth Five-Year" career development planning system of the school consists of four parts: the overall planning, special planning, hospital (department) planning and special planning.
1. Master plan of the school: the 13th Five-Year Plan of XX University of Technology (20 16-2020). Led by the development planning department, the overall planning will be carried out in conjunction with the relevant functional departments of the school.
2. Characteristic school planning: Characteristic planning refers to six plans: talent training, discipline construction, scientific research, teaching staff construction, campus capital construction and logistics support construction, among which campus capital construction planning includes campus hardware construction and campus culture construction planning, and logistics support construction planning includes two-oriented society construction and funding guarantee planning. According to the requirements of the master plan, relevant functional departments are responsible for the preparation of special development plans.
3. College (Department) Planning: All secondary colleges (departments) prepare the "Thirteenth Five-Year Plan" according to the overall goals and requirements of school development.
4. Thematic planning: Other units of the school can formulate corresponding "Thirteenth Five-Year Plan" according to their own development and management needs.
The overall planning, special planning and hospital (department) planning are led by the leaders in charge of the school and relevant departments, and completed with the active cooperation of all units of the school. The planning time span is 20 16-2020, and 2025 is expected. See annex 1-2 for the compilation format and task division of the plan.

1. On the basis of comprehensively summarizing the implementation of the Twelfth Five-Year Plan and full investigation, the text of the Thirteenth Five-Year Plan and the first draft of the hospital (department) plan will be formed before July 30;
2. On the basis of special planning, a draft school master plan text will be formed before July 30;
3. Each special plan shall be stamped with the official seal of the department and submitted to the Development Planning Department together with electronic documents before July 10.
(3) Demonstration consultation stage (August-September, 2065438+2005)
1. Solicit opinions from inside and outside the school through various forms, hold relevant expert consultation meetings in due course, and review the overall planning and special planning of the school in the 13th Five-Year Plan respectively;
2. According to the situation of soliciting opinions, revise and improve the first draft of the "Thirteenth Five-Year Plan" master plan and special planning text, and form the finished draft of the planning text;

(4) Plan approval, release and implementation stage (20 15, 10 ~ 20 15, 12)
1. The master plan and special plan were submitted to the school staff congress for discussion on February 20 15, and further revised according to the opinions of the congress, and finally submitted to the party Committee for approval and implementation;
