Interim Provisions of Shandong Province on Continuing Education of Professional and Technical Personnel
Chapter I General Provisions Article 1 In order to meet the needs of socialist modernization and promote professional and technical personnel to continuously expand their knowledge and improve their professional quality, these Provisions are formulated in accordance with the relevant provisions of the state and combined with the actual situation in our province. Article 2 The objects of continuing education mentioned in these Provisions are all kinds of professional and technical personnel on the job, with emphasis on those with college education or intermediate professional and technical positions (titles). Article 3 Continuing education should serve the strategic goal of "rejuvenating Shandong through science and education", closely combine with the actual professional and technical work, and mobilize all forces to organize and implement it through multiple channels, levels and forms in accordance with the principle of stressing practical results. Article 4 Continuing education shall be managed by the competent departments of professional and technical personnel at all levels. Chapter II Tasks Requirements Article 5 Continuing education should cultivate talents for the economic and scientific development of our province, and learn and study new theories, technologies and methods in the world and domestic scientific and technological fields, while paying attention to pertinence and practicality.

The content of continuing education should be determined according to the basic knowledge and actual needs of people at different positions and levels. Article 6 Basic requirements for continuing education of professional and technical personnel:

(a) senior professional and technical personnel should study hard, master the new knowledge related to this major and the new development trends at home and abroad, so that the knowledge level is in a leading position and give full play to the role of academic leaders.

(two) intermediate professional and technical personnel should deepen the basic theoretical knowledge, broaden their knowledge, master the relevant knowledge and development trends of this major and related majors, and improve their innovation ability and management level.

(three) junior professional and technical personnel should be familiar with the professional knowledge of this position, master the basic knowledge of modern management, enhance basic skills and improve adaptability.

(four) new personnel engaged in professional and technical work, mainly should carry out professional knowledge and basic skills training, in order to adapt to the requirements of primary professional and technical posts.

The foreign language proficiency of professional and technical personnel at all levels should gradually meet the requirements stipulated in the regulations on professional and technical posts issued by the state. Seventh professional and technical personnel to continue education, mainly part-time study, each person should arrange a total of not less than two weeks of full-time study. Continuing education should establish a strict credit evaluation system. The specific measures for credit evaluation shall be formulated separately by the competent department of professional and technical personnel of the province. Chapter III Organization, Management and Funds Article 8 The competent department of professional and technical personnel in the province manages and guides the continuing education of professional and technical personnel in the province, and its duties are:

(a) to formulate plans and plans for continuing education in the province;

(2) Formulating relevant management systems and measures;

(three) to coordinate the continuing education of professional and technical personnel in the province;

(four) to supervise and inspect the implementation of these provisions by professional and technical personnel management departments at all levels;

(five) the organization of the province's continuing education and experience exchange. Ninth provincial departments in charge of professional and technical positions are responsible for the following work of continuing education of this series of professional and technical personnel:

(a) to formulate the knowledge and ability of this series of professional and technical positions;

(2) offering continuing education courses;

(three) put forward the examination and assessment methods.

The provisions of items (1), (2) and (3) of the preceding paragraph shall be examined and approved by the competent department of professional and technical personnel of the province. Tenth provincial authorities should be responsible for formulating and implementing the continuing education plan for professional and technical personnel in this system according to the continuing education plan for professional and technical personnel at the provincial level and the relevant requirements of the provincial authorities. Eleventh units with the task of continuing education should formulate specific plans and management measures to ensure that professional and technical personnel participate in continuing education, pay the funds allocated by the state and the province, and accept the inspection and guidance of the higher authorities on continuing education. Twelfth professional and technical personnel should be based on the post knowledge and ability standards and actual needs, put forward a self-study or further study plan, which is considered by the academic (technical) Committee of the unit and implemented after the approval of the administrative leader. Thirteenth continuing education examinations for professional and technical personnel are organized according to professional and technical positions, and certificates are issued to those who pass the examinations:

(a) senior professional and technical personnel examination, respectively, by the provincial department in charge of professional and technical positions, the provincial department in charge of professional and technical personnel or the municipal department in charge of professional and technical personnel organization, examination content, methods and certificates shall be submitted to the provincial department in charge of professional and technical personnel for examination and approval.

(two) the examination of intermediate professional and technical personnel shall be organized by the provincial competent department or the municipal competent department of professional and technical personnel; Or entrust the relevant departments and units to organize directly, and report to the competent department of professional and technical personnel of the province or the competent department of professional and technical personnel of the city for approval.

(three) the examination of junior and below professional and technical personnel shall be organized by departments (units) at or above the county level; Or entrust the relevant departments and units to organize directly, and report to the municipal competent department or the competent department of professional and technical personnel of the county (city, district) for approval.
