In recent years, representatives of the Municipal People's Congress and CPPCC members have put forward many suggestions and proposals in this regard. On the basis of continuously supervising the development of preschool education in the previous two years, in June this year, leaders of the Standing Committee, such as Ge, Xu, and Deputy Director, led teams to inspect and visit Lucheng, Longwan, Ouhai, Dongtou, Yueqing, Rui 'an and Yongjia counties (cities, districts) respectively, and gained a deeper understanding of preschool education through on-the-spot investigation of local public and private kindergartens, and a forum for heads of relevant government departments. On June 22nd, the Education, Science, Culture and Health Committee of the Municipal People's Congress held a meeting to discuss the development of preschool education. The investigation is now reported as follows: 1. Basic situation of preschool education.

In recent years, our city has implemented the second round of pre-school education action plan (in * *), created advanced pre-school education (up to standard) township streets, and consolidated and rectified unlicensed kindergartens. Preschool education has been significantly accelerated and improved, mainly in the following aspects:

(1) Strengthen the construction of kindergartens. In the past two years, through new construction, renovation and expansion, there have been 0/00 kindergartens, 0/32,000 square meters of kindergarten building area and 0/90,000 preschool degrees. The admission rate of children aged 3 to 5 in the city is 97.5%. There are 0/486 kindergartens in the city, with 320,900 children in the kindergarten. The coverage rate of children in grade kindergartens is 94.92%, and that of GSP kindergartens is 83.2%. There are 103 public kindergartens in 85 towns (streets) in the whole city. At the same time, promote the transfer and implementation of supporting kindergartens in residential areas. (2) Increase financial input. All localities have generally established and improved the incentive mechanism for inclusive private kindergartens, highlighting the subsidies for public funds per student, teachers' participation in insurance, teachers' annual salary and new kindergartens. Second, the main problems in the development of preschool education

Although the level of preschool education in our city has been greatly improved in recent years, on the whole, preschool education is still the weakest link in the whole basic education in our city because of its poor foundation and many historical debts. The overall level is significantly lower than the provincial average, and there is a big gap with the needs of the masses. Three "serious deficiencies" in personnel and property are highlighted:

First, there is a serious shortage of public kindergartens. At present, the conditions for running a school between public kindergartens and private kindergartens are very different. The quality kindergartens recognized by the masses are basically public kindergartens with a lot of guarantees, and the phenomenon of "small scattered" is more common. Among the 1.486 kindergartens in the city, there are only 1.44 public kindergartens, accounting for only 9.7% of the total, ranking at the bottom of the province, while Cangnan and Yueqing public kindergartens only account for 2.56%. Public kindergartens in the city can only accept 14.68% children, and the remaining 85.32% children can only choose private kindergartens. This situation makes the current public kindergartens under great pressure, and the problems of "large class size" and "difficulty in entering public kindergartens" are serious.

For a long time, the county (city, district) government has not paid enough attention to the supporting public construction of kindergartens in urban development and construction, and the pre-school education planning is lagging behind, which leads to the blindness and randomness of kindergarten setting. As far as urban areas are concerned, most of them are concentrated in urban core areas and new residential areas. There are many public kindergartens in the following areas, but there are no public kindergartens in Yeung Yi, Fengmen and other suburbs. In the implementation of the plan, the supporting kindergartens in some regional plans have not been built and delivered simultaneously with the residents' housing. Some kindergartens have not been handed over in time according to the regulations, and the phenomenon of being used for other purposes also occurs from time to time. Lucheng District reported that some kindergartens built by municipal units were not completed on schedule or were not handed over in time after completion. Several counties (cities, districts) have not yet handed over a supporting kindergarten. By the end of last year, there were 82 towns (streets) in the city without public kindergartens. For example, there is no public kindergarten in a populous town like Cangnan Longgang. Only 4 out of 0/6 townships (streets) in Pingyang County/KLOC have public kindergartens.

Second, the financial input is seriously insufficient. Although the proportion of financial investment in preschool education has been increasing, the financial investment in preschool education in our city has only accounted for 4.04% in the past 20 years, including less than 2% in Cangnan and Pingyang, less than 5% in Yongjia, Ruian and Yueqing, while the average in the same period was 5.84% in the whole province, 10.37% in Hangzhou and 8.22% in Ningbo.

The coverage rate of inclusive kindergartens in the city is 83.2%, but the reward and compensation policies for inclusive private kindergartens in some places are vague and powerless. Because most inclusive kindergartens are non-editing teachers, they usually bear the salaries, training and daily expenses of non-editing personnel. However, according to the GSP charging standard, it is difficult for private kindergartens to make a profit. In order to reduce costs, some inclusive private kindergartens hire teachers with high salaries, compress management personnel, expand class sizes, and have irregular management. In the survey, public kindergartens reflect that the charging standards set by the price department in 2007 have not met the needs of kindergarten development; Inclusive private kindergartens reflect a small amount of financial awards and subsidies, and the 30% floating range approved by the price department limits fees, making it difficult to balance income and expenditure. Therefore, the declaration of inclusive kindergartens is in a dilemma.

Third, there is a serious shortage of teachers. From the survey, the proportion of preschool teachers' career establishment is very low, which generally reflects that the establishment is not enough, especially the newly-established public parks are mostly without approval. For example, the newly established public park in Lucheng District was not approved. This year, only 10 preschool teachers with career establishment are recruited, and the income and treatment of non-editing teachers are very low, so it is difficult to attract outstanding preschool graduates. For example, less than 20% of pre-school education graduates from Wenzhou University stay in the temperature. The holding rate of teacher qualification certificate ranks first in the province. After the implementation of the "all-round two-child" birth policy, the phenomenon of non-editing teachers leaving their jobs and giving birth has increased, which has led to the instability of preschool teachers and seriously restricted the overall improvement of preschool education.

Three. Suggestions on Promoting the Development of Preschool Education

Preschool education is the enlightenment stage of personal lifelong development, which plays an important role in improving the comprehensive quality of the people, affecting not only the families of thousands of families in cities, but also the future of the whole country and nation. On May 26th, the Standing Committee of the Provincial People's Congress deliberated and passed the Regulations on Preschool Education in Zhejiang Province, which will be officially implemented on September 1 day. Governments at all levels, education administrative departments and relevant functional departments in our city should thoroughly study and implement the Regulations on Preschool Education in Zhejiang Province, give full play to the leading role of the government, fill in the shortcomings in human and financial aspects, and promote the high-quality and balanced development of preschool education as a social welfare undertaking in the city.

(1) Adhere to rigid planning and vigorously build public kindergartens. The county (city, district) government is the main body responsible for the development of preschool education. According to the urban development planning and the trend of population mobility, fully consider the adjustment and change of the second child policy and household registration policy, scientifically plan the layout of public kindergartens and inclusive private kindergartens, and improve the public service system of preschool education covering urban and rural areas. The government should formulate the transfer process of supporting kindergartens, clarify the specific responsibilities of various functional departments, and strictly control the planning, housing construction and land departments to ensure that the supporting kindergartens in new residential areas implement the "four synchronizations" of synchronous planning, synchronous construction, synchronous acceptance and synchronous delivery in the first phase of the project, and the education department should do a good job in receiving them in time; In view of the fact that there is no supporting kindergarten in the built residential area or the supporting kindergarten can not meet the planning requirements, the county (city, district) government should make overall use of the idle school buildings demolished by the "big demolition and rectification" special action or other kindergartens suitable for site selection to meet the needs of the nearby people; 82 towns (streets) without public kindergartens should implement the planning and layout this year, and governments at all levels should prepare for the law enforcement inspection of provincial and municipal people's congresses.

(2) Increase financial input to support the development of inclusive kindergartens. Preschool education should adhere to the principle of paying equal attention to public and private education. In view of the fact that the proportion of public kindergartens in our city is too small to change in the short term, we must emancipate our minds, play the role of "promising the government" and increase the government's efforts to purchase preschool education services from social forces. This requires increasing support for inclusive private kindergartens, so that more private kindergartens can undertake the public welfare tasks of preschool education. Public financial funds should play the role of "four or two" and reward inclusive kindergartens with "universal fees and quality assurance". At the same time, it is necessary to strengthen the research on local policies of preschool education and actively encourage social forces to participate in the development of preschool education; Actively support and encourage high-quality private parks to upgrade their grades, expand high-quality educational resources, and better meet the multi-level and diversified preschool education needs of the masses. The competent price department shall reasonably determine and regularly adjust the charging standard and floating range of inclusive kindergartens according to the running cost of kindergartens, the requirements of national economic and social development and the social affordability.

For counties (cities, districts) where the financial pre-school education funds account for a low proportion of the financial education funds at the same level, the government and relevant departments should have plans and operational measures to increase wealth, and the standing committees of the municipal and county people's congresses should follow up and supervise to ensure that the funds are in place.

(3) To provide policy guarantee for improving the quality of preschool teachers. Preschool teachers are the foundation and key to the development of preschool education. The shortage of teachers has become a "bottleneck" in the development of preschool education. Governments at all levels, especially the preparation departments and human resources and social security departments, should increase the preparation plan for full-time preschool education graduates, try their best to retain Wenzhou and Wenzhou preschool education graduates through various channels, speed up the implementation of the supplementary plan for preschool teachers, make up their minds to expand the scale, recruit a group of full-time preschool teachers who love preschool education, including a certain proportion of male teachers, and constantly increase the proportion of professional teachers in public kindergartens to reach the provincial average level as soon as possible. At the same time, it is necessary to gradually improve the salary and social security benefits of non-editing teachers, improve the evaluation system of non-editing preschool teachers' professional titles, safeguard their legitimate rights and interests in further study, evaluation and appointment, and ensure the quality and stability of teachers.
