Medical education certification refers to the external quality evaluation mechanism that medical colleges or training programs are audited and evaluated by designated institutions with established standards and procedures. The main purpose is to judge whether the education project meets the basic quality standards, and to encourage medical colleges to continuously improve and perfect, so as to promote the development of education quality.

With the increasing internationalization of medical education, the cross-border movement of medical human resources is becoming more and more frequent. Medical education certification is one of the practical and effective means to ensure the safety of medical services and the rational use of medical professionals, and it is also a medical education quality assurance model jointly advocated and promoted by World Medical Education Federation (WFME) and World Health Organization (WHO).

In recent ten years, China has started to carry out relevant research and made great efforts to build its own national accreditation system for medical education. With the drafting and formal promulgation of "Undergraduate Medical Education Standard-Clinical Medicine Specialty (Trial)" (hereinafter referred to as "Standard"), the establishment of relevant certification committees, the completion of certification guidelines, the training, pilot and formal certification of certification experts, the certification system of clinical medicine specialty in China has been initially established and developed in an orderly manner.

In 2002, with the support of the Ministry of Education, the Professional Committee of Medical Education of China Higher Education Association and peking university health science center jointly held an international seminar on medical education standards, which introduced the international standards of medical education. After this meeting, the Ministry of Education entrusted the Medical Education Committee of China Higher Education Association to set up the "Research Group of Quality Assurance System of Medical Education in China".

Referring to the World Federation of Medical Education (WFME) global standards for undergraduate medical education, the WHO guidelines for the quality assurance of undergraduate medical education in the Western Pacific, the International Medical Education Organization (IIME) affiliated to the Chinese Medical Foundation in New York, USA, and referring to the relevant standards in Australia, Britain, the United States and other countries, we studied and drafted the Undergraduate Medical Education Standards-Clinical Medicine Specialty (Trial). In 2008, the Ministry of Education and the Ministry of Health jointly promulgated the standard, and used it as the basis for the professional certification of clinical medicine in China.
