County (including county-level cities) education administrative departments shall designate institutions or special persons to be responsible for the management of social assistance, and assist the higher authorities in management and guidance. Chapter II Application and Approval of Social Assistance Article 8 Provinces and municipalities have the right to approve social assistance institutions:
(a) provincial units, social organizations, democratic parties, ministries and commissions, provincial institutions of higher learning, technical secondary schools, central and military units stationed in Guangdong and other social forces set up social aid institutions, and apply to the provincial competent department for examination and approval.
(II) Municipal and municipal units, social organizations, democratic parties, colleges and universities set up social aid institutions and apply to the local municipal competent department, which shall examine and approve them and report them to the provincial competent department for the record. If the provincial competent department does not raise any objection within 15 days, the examination and approval will take effect.
The provincial and municipal authorities shall give approval within 2 months from the date of receiving the application, and if they meet the requirements, they shall issue the Guangdong Province Self-study Examination Social Student Permit; Do not meet the conditions, notify the applicant in writing.
Social aid institutions that hold the "Guangdong Province Self-study Examination Social Aid Permit" can engage in social aid. Article 9 An application for the establishment of a social assistance institution shall meet the following conditions:
(a) there are organizations and a certain number of managers that are suitable for the scale of student assistance;
(2) Having relatively fixed office space, teaching place and teaching equipment;
(3) Having a certain number of relatively stable and competent teachers;
(4) Having a sound management system and a specific assistance plan;
(five) a source of funds and a sound financial management system suitable for the scale of student assistance. Article 10 To apply for the establishment of a social assistance institution, the following materials shall be submitted:
(a) the bid report and the opinions of the competent (supporting) unit;
(two) the qualification certificate of the founder and the person in charge of running the school;
(three) school equipment, venues and sources of funding and other supporting information, leasing office space, teaching venues and teaching equipment, must submit a lease agreement;
(4) Information of managers and teachers;
(five) two or more units jointly set up social assistance institutions, must submit a cooperation agreement;
(six) fill in the "application form for the establishment of social assistance institutions in Guangdong Province". Eleventh social aid institutions to apply for the establishment of teaching points shall be submitted for approval in accordance with the following provisions:
(a) social aid institutions to apply for the establishment of branches, branches and other teaching points in the region, must comply with the provisions of Article 9 (2), (3), (4) and (5) of these measures, and report to the original examination and approval authority for approval;
(two) social aid institutions to apply for the establishment of sub-teaching points in the province, should be reported to the original examination and approval authority for approval, to the local municipal authorities for examination and approval, and reported to the original examination and approval authority for the record;
(three) social assistance agencies to apply for social assistance in other provinces, should be reported to the provincial authorities for approval, and then to the local provincial authorities for approval, and reported to the provincial authorities for the record;
(four) social assistance institutions from other provinces to carry out social assistance in our province, should hold the certificate of consent of the local provincial authorities, and report to the provincial authorities for approval after the consent of the municipal authorities where the social assistance is located.
