Legal analysis: Complaints about the administrative inaction of the Education Bureau can be made by telephone or directly to the higher authorities of the government. If they are complaints of administrative departments, they can be reported to the Government Letters and Calls Bureau first. In this case, they will not be retaliated because they can be reported anonymously.

Legal basis: Article 3 of the Regulations on the Implementation of the Administrative Reconsideration Law of People's Republic of China (PRC): In addition to the duties stipulated in Article 3 of the Administrative Reconsideration Law, the administrative reconsideration institution shall also perform the following duties:

(a) in accordance with the provisions of Article 18 of the Administrative Reconsideration Law, transfer the relevant administrative reconsideration applications;

(2) Handling administrative compensation and other matters as stipulated in Article 29 of the Administrative Reconsideration Law;

(three) according to their functions and powers, supervise the acceptance of administrative reconsideration applications and the implementation of administrative reconsideration decisions;

(four) for administrative reconsideration, administrative litigation statistics and major administrative reconsideration decisions for the record;

(5) Handling or organizing administrative litigation without administrative reconsideration;

(six) to study the problems found in the administrative reconsideration work, put forward suggestions for improvement to the relevant authorities in a timely manner, and report major problems to the administrative reconsideration organ in a timely manner.
