Mainly responsible for providing funds, vehicles, equipment, health care, site construction, security and other services. 5. Emergency investigation team

Main tasks: use professional equipment such as airplanes, three-dimensional laser scanners, individual soldiers, remote consultation and communication platforms to explore dangerous situations, and send the survey data and live video back to the headquarters in time to provide information guarantee for expert consultation and emergency command.
6. Monitoring and early warning group

Main tasks: dynamically monitor hidden dangers, analyze and predict their development trends, put forward emergency countermeasures in time according to the changes of dangerous situations, and do a good job in alarm of sudden disasters.

Analyze the causes, types, scale, influence scope and development trend of disasters, put forward suggestions on emergency rescue and disaster avoidance measures, and determine emergency rescue and disaster avoidance plans; Put forward further disaster prevention, evacuation and disaster avoidance or project management measures.
VI. Background of the simulation exercise
The hidden danger of debris flow in Laoyaogou is located in Laoyaogou, Wulanhayesumu, chahar right middle banner, about 30 kilometers away from Kebl Town, where the chahar right middle banner government is located. The valley basin covers an area of 3.6 square kilometers, the valley length is 3.5 kilometers, the upstream valley width is 10 ~ 20 meters, and the downstream valley width is 40 ~ 60 meters. The cross section of the valley is V-shaped, with a relative height difference of120m. The valley is northwest-southeast, the longitudinal slope of the valley bottom drops 176‰, and the recharge length along the way. The debris flow is a gully debris flow with obvious recharge area, circulation area and accumulation area. The loose solid matter of debris flow comes from bank collapse, loose matter on slope surface and river deposit, and it is currently in the development stage. In case of heavy rainfall, mudslides will inevitably break out, directly threatening the lives of more than 300 teachers and students and 272 local residents in 40 school buildings, 54 private houses, 300-meter provincial roads and schools. There have been many geological disasters of debris flow in this area, which have caused serious losses. In which1August, 1978, a geological disaster of debris flow occurred, which washed away 40 sheep, washed away 5 houses and 80 mu of farmland, and buried the provincial road 100 meter, resulting in direct economic losses of more than RMB1000. 1In July 1998, a geological disaster of debris flow occurred, which washed away 65 sheep, washed away 10 houses and 120 mu of farmland, and buried more than 200 meters of provincial roads, resulting in direct economic losses of more than 3 million yuan.
Recently, the Ulan Haye Sumu area in chahar right middle banner, Wulanchabu City suffered from continuous rainfall, and the accumulated rainfall has reached 120mm. According to the forecast of the meteorological department, there will be heavy rainfall in the next 6 hours. After an urgent consultation, the land resources and meteorological departments believe that there is a great possibility of debris flow geological disasters in Wulanhayesumu area. The Department of Land and Resources of Inner Mongolia Autonomous Region and the Meteorological Bureau of Inner Mongolia Autonomous Region jointly released four-level geological disaster forecast and early warning information to the society through the forms of internet, television, telephone and short messages. After receiving the forecast and early warning information, the surveyors of Laoyaogou Formation in Wulanhayesumu immediately inspected and monitored the hidden danger points of geological disasters according to the emergency plan. Through the inspection and monitoring, the group monitoring and prevention personnel found that mountain torrents have appeared in the valley, and there is an increasing trend, which is likely to lead to geological disasters of mudslides.
Seven, exercise schedule settings

This drill mainly simulates the whole process of successfully avoiding a large-scale debris flow disaster. According to the Emergency Plan for Geological Disasters in Wulanchabu City and the Emergency Plan for Geological Disasters in chahar right middle banner City in Wulanchabu City, all units and departments started relevant emergency response procedures.
