Regulations of Tianjin Municipality on Education Supervision (202 1 Revision)
Article 1 In order to improve the educational supervision system, ensure the implementation of educational laws, regulations and rules, implement quality education, improve the quality of education, promote educational equity and promote the development of educational science, these Regulations are formulated in accordance with the Education Law of the People's Republic of China, the Regulations on Educational Supervision and other relevant laws and regulations, and combined with the actual situation of this Municipality. Article 2 This Municipality shall, within the scope prescribed by laws and regulations, carry out educational supervision on all kinds of education at all levels, including the following contents:

(a) the supervision of the municipal and district people's governments on the implementation of education laws, regulations, rules and national education policies by the people's governments at lower levels;

(2) The municipal and district people's governments shall supervise the educational work of schools and other educational institutions (hereinafter referred to as schools) within their respective administrative areas;

(three) the supervision of the municipal and district people's governments on the relevant departments and agencies of the people's governments at the corresponding levels to perform relevant educational duties. Article 3 The Education Steering Committee of the Municipal and District People's Governments (hereinafter referred to as the Education Steering Committee) shall be responsible for the education supervision within their respective administrative areas and independently exercise the supervision function under the leadership of the people's governments at the corresponding levels.

The Municipal Education Steering Committee shall strengthen the guidance and management of the District Education Steering Committee.

The education supervision office of the municipal and district people's governments is the office of the education supervision committee at the corresponding level, and is responsible for the daily work. Article 4 The Education Steering Committee shall perform the following duties:

(a) overall planning, organization and implementation of education supervision, education supervision system and implementation plan;

(two) to supervise the implementation of education laws, regulations, rules and national education policies by the relevant departments of the people's government at the same level and the people's governments at lower levels and their education administrative departments;

(three) to supervise the implementation of quality education, the balanced development of compulsory education, the planning, layout and coordinated development of all kinds of education at all levels, and to solve the educational problems and major educational policy projects of general concern to the society;

(four) to supervise the construction of the principal team and the teacher management system;

(five) to supervise the direction, conditions, management, teaching quality and efficiency of running schools within their respective administrative areas;

(six) to monitor the quality of education at all levels;

(seven) to investigate and study major issues in education, report the situation to the people's government at the corresponding level, and put forward opinions and suggestions;

(eight) training and assessment of inspectors, organizing exchange of experience and educational supervision of scientific theory research activities;

(nine) other duties as prescribed by laws and regulations and determined by the people's government at the same level. Article 5 The municipal and district people's governments shall strengthen their leadership over education supervision, ensure the staffing and working conditions for carrying out education supervision, and include the funds for education supervision in the financial budget. Article 6 Full-time inspectors appointed by the municipal and district people's governments and part-time inspectors appointed by the Education Steering Committee shall be appointed by the Education Steering Committee to carry out education supervision.

The chief inspector and inspector consultant appointed by the Education Steering Committee are responsible for the operational guidance of the supervision activities. Seventh full-time inspectors and part-time inspectors shall meet the conditions prescribed by the state, and may be appointed or employed only after passing the examination of the Education Steering Committee.

The Education Steering Committee implements classified and graded management for part-time inspectors.

The term of office of part-time inspectors is three years, with no more than three consecutive terms. Eighth inspectors should abide by the relevant provisions of education supervision, adhere to principles, be honest and self-disciplined, act impartially, objectively and fairly reflect the actual situation, and may not conceal or fabricate facts; If there is a situation that needs to be avoided, it should be avoided. Article 9 The Education Steering Committee shall, according to the composition and characteristics of inspectors, conduct regular training for inspectors in the form of special lectures, work discussions, inspection and exchanges, etc.

The Education Steering Committee conducts an annual evaluation on the performance of the duties of inspectors. Those who fail the examination shall be disqualified by the people's government at the corresponding level or dismissed by the education steering committee. Tenth education supervision is divided into comprehensive supervision, special supervision and regular supervision:

(a) comprehensive supervision is a comprehensive and systematic supervision of education;

(two) special supervision is a single or partial education special supervision;

(three) regular supervision is the regular supervision of schools in the area of responsibility for educational supervision, to understand the situation, to listen to opinions, and to inspect and guide the school management, education and teaching. Eleventh the number of inspectors in the area of responsibility for educational supervision is determined according to the layout of schools in the area of responsibility. Every five schools are equipped with 1 inspector, and there are not less than 3 inspectors in each responsibility area. Inspectors should regularly supervise schools within the scope of their duties. Twelfth education supervision can take the following ways:

(a) listen to the report;

(two) access to relevant documents, accounts, files and other information;

(three) to participate in education and teaching activities and other on-site investigations or inspections;

(four) to participate in relevant work meetings and organize symposiums;

(five) to carry out questionnaires, tests, comments and individual interviews within the supervised units;

(six) to carry out public surveys for the society;

In supervision, inspectors shall promptly urge schools and relevant departments to deal with illegal running of schools, infringement of the legitimate rights and interests of teachers and students, impact on normal education and teaching order and hidden dangers of teachers and students' personal safety.
