Normal students at public expense cannot transfer across cities;
Public-funded normal students can't transfer across cities. During the agreed service period, the hired public-funded normal students can flow between public schools of corresponding levels and types within the county, but not across counties and cities. Public-funded normal students sign a tripartite agreement with the training school and the education administrative department of the county where the registration service is located, and promise to engage in education and teaching in the county where the registration service is located after graduation.
Public education policy for normal students:
The policy of free education for normal students means that the central government is responsible for arranging tuition and accommodation fees for normal students during their school days and granting living allowances, but students must return to their original provinces for at least six years after graduation.
Consequences of breach of contract by normal students at public expense:
No matter whether you are studying or graduating, within 1 month after the default decision is made, the publicly-funded normal students should refund the publicly-funded education expenses they have enjoyed in one lump sum. After graduation, they not only have to pay liquidated damages, but also pay a certain percentage of late fees. Students who fail to refund their fees in full and on time will be recorded in the integrity files and personal files of the management system.

The employment of free normal graduates is coordinated by the relevant provincial governments, which are responsible for formulating and implementing employment plans and implementing safeguard measures to ensure that free normal graduates teach in primary and secondary schools. The provincial education administrative department takes the lead in providing employment guidance, sending and receiving free normal graduates, and the provincial human resources and social security department is responsible for the personnel transfer of free normal graduates.

In accordance with the provisions of document No.34 [2007] issued by the State Council, to implement the preparation required for the employment of free normal graduates, the provincial education administrative department should uniformly grasp the job requirements of primary and secondary school teachers in the region, and arrange in advance to receive the preparation plan for free normal graduates in conjunction with the organization preparation department within the approved total number of primary and secondary school teachers.
The teaching of sending students back to their original places:
Free normal graduates generally return to primary and secondary schools in the provinces where they come from to teach, fulfill their national obligations, and encourage graduates to teach in remote and poor areas and ethnic minority areas. The provincial education administrative department is responsible for organizing employers to make two-way choices with free normal graduates, organizing various forms of supply and demand meeting activities, and implementing the teaching school for each graduate.
