The Belem Framework for Action points out that "adult learning and education are necessary conditions for achieving fairness and tolerance, eradicating poverty and building an equal, tolerant and sustainable knowledge society" (UNESCO Institute for Lifelong Learning, 20 10), and calls on member States to focus on five areas of action: policy, governance, financing, participation, tolerance, fairness and quality.
