Interim Provisions on the Work of International Students I. Guiding Principles for Studying Abroad:

(1) China citizens study in universities and research institutions all over the world through various channels and ways, which is an integral part of China's opening-up policy, an important way to absorb foreign advanced science and technology, applicable economic and administrative experience and other beneficial cultures, and an important way to strengthen the training of senior professionals in China, which is conducive to developing friendship and exchanges between our people and people of other countries. To this end, we should develop various forms of studying abroad in a long-term and planned way according to the needs of China's socialist material civilization and spiritual civilization construction.

(2) Studying abroad should proceed from the reality of China's socialist modernization, closely combine the needs of domestic production and construction, scientific research and personnel training, so as to solve important problems in scientific research and production and enhance China's ability to train senior talents.

(3) Studying abroad should adhere to the principle of learning from each other. The discipline of studying abroad should give consideration to both basic disciplines and applied disciplines, and at present, applied disciplines are the main ones, and attention should be paid to the needs of developing vocational and technical education in China.

The State Science and Technology Commission and the State Economic and Trade Commission shall be responsible for the dispatch plan of overseas students who are not in the education system and the work distribution after returning to China.

(2) In accordance with the principle of decentralization, the number of overseas students sent by the state shall be allocated to the employer except for the part that is uniformly controlled by the state, and the method of lump-sum use of overseas students' funds shall be gradually implemented through pilot projects, which shall be controlled by the sending unit.

(3) The sending units of overseas students shall designate or entrust specialized agencies or personnel to keep in touch with overseas students, guide them to study abroad, and actively cooperate with and assist foreign embassies and consulates in the management of overseas students.

(4) Doing a good job in studying abroad is an important task for embassies and consulates abroad. The education department (group) of the embassy or consulate dispatched by the State Education Commission or the cadres designated by the embassy or consulate to be responsible for studying abroad shall be responsible for the specific management of international students during their stay abroad under the leadership of the embassy or consulate.

(5) The education (group) of embassies and consulates abroad or the cadres in charge of studying abroad, as well as the domestic dispatched departments and units should care for and help overseas students solve their difficulties and problems, help them understand the development and needs of the country in time, and serve them enthusiastically. Embassies and consulates abroad should carry out patriotism education, collectivism education and socialist ideological and moral education among overseas students to help them strengthen their belief in hard work and rejuvenating China.

(6) Associations such as "Student Union" and "Friendship Association" established by international students during their study abroad are mass organizations for international students to carry out self-education, self-management and self-service.
