Educational evaluation is a process of making value judgments on educational activities, educational processes and educational results by using feasible scientific means through systematic collection, analysis and arrangement, according to certain educational values or educational goals, thus providing a basis for improving educational quality and educational decision-making.
The 1930s-1950s was the second period of educational measurement ── "goal-centered period". Taylor (R) put forward the principle of educational evaluation centered on educational objectives, that is, the Taylor principle of educational evaluation, and clearly put forward the concept of "educational evaluation", thus distinguishing educational evaluation from educational measurement. Educational evaluation was born and developed on the basis of Taylor's principle. In the west, people generally call Taylor "the father of educational evaluation".
