Principles of preschool education in Russia
The principle of running Russian preschool education is that Russian citizens can choose different forms and contents of preschool education services according to their own and children's needs. Russian preschool education institutions are mainly public, allowing social organizations and individuals to establish private preschool education institutions according to relevant national standards.

Russian preschool education institutions can be roughly divided into three categories according to their management attributes, namely, public (municipal), institutions or enterprises and institutions run by themselves, and private. Public kindergartens occupy a dominant position. Public kindergartens are favored by the general public because of their low fees, perfect activity facilities and proximity to home.
