According to the spirit of the Notice of the Provincial Department of Education, the Provincial Department of Finance and the Provincial Department of Personnel on Printing and Distributing the Implementation Plan of the Special Post Plan for School Teachers in the Rural Compulsory Education Stage in Guizhou Province in 2009 (No.Qian Bian Ban [2009]110), this method is formulated to do a good job in the recruitment of the special post plan for school teachers in the rural compulsory education stage in our province in 2009.

First, the recruitment target and conditions

(A) the national "special post plan" recruitment targets and conditions

1, mainly graduates from normal universities and other full-time colleges, and some graduates from normal universities can recruit (only for primary school posts and junior high school English, music, physical education, art and information technology disciplines).

2. Full-time undergraduate graduates under the age of 30 who have obtained the teacher qualification certificate (born after 1 May 19791).

3. Full-time undergraduate graduates of non-normal majors in full-time ordinary colleges and universities who have obtained the teacher qualification certificate, have some practical experience in education and teaching (more than half a year's teaching experience in primary and secondary schools), and are under the age of 30 (1 born after May 19791).

4. Applicants should meet the requirements of both teacher qualifications and recruitment positions.

(two) the county "special post plan" recruitment targets and conditions

1. Teachers' colleges and other full-time ordinary colleges and universities should be mainly graduates of previous undergraduate courses and teachers' majors, and can recruit a small number of full-time graduates of previous non-normal majors and general secondary normal majors (only for primary school positions), all of whom are required to be under 30 years of age (1 979 born after May1day).

2. Substitute teachers who have obtained the teacher qualification certificate in this county, are under 40 years old (born after 1 May 9691day), have been substitute teachers for more than 2 years, and are still in teaching posts; A substitute teacher who has obtained the teacher qualification certificate in this county, is under 45 years old (1964, born after May of 1) and still works in the teaching post for more than 5 years.

Those who meet the conditions for the candidates to apply for the exam can only apply for primary school positions in principle; For a few substitute teachers who are still in junior high schools with college education or above, they can apply for junior high schools.

3. Applicants should meet the requirements of both teacher qualifications and recruitment positions.

The national "special post plan" recruits for the whole country; The enrollment scope of the county-level "special post plan" is determined by the city (state, prefecture). Candidates can check the recruitment details of the "Special Post Plan" in relevant cities (prefectures) and counties (cities, districts and special zones) on Guizhou Education Network (www.gzsedu.cn).

Teachers in editing (including special post teachers in 2006, 2007 and 2008) cannot apply for the exam.

Second, the recruitment indicators

(A) the national "special post plan"

The index is 3888, which is arranged in Zheng 'an, Xishui, Wuchuan, Xixiu District, Ziyun, Guanling, Puding, Changshun, Sandu, Sansui, Huishui, Cengong, Tianzhu, Jinping, Majiang, Taijiang, Rongjiang, Congjiang, Shibing, Shiqian, Dejiang, Yinjiang and Sinan.

(B) County "special post plan"

Third, the recruitment principles

(a) the recruitment of teachers adhere to the principles of "openness, fairness, voluntariness and merit" and "three decisions" (county, school and post).

(two) give priority to the full-time undergraduate graduates and qualified county substitute teachers who apply for the same subject as this major.

(III) What kind of teacher recruitment plan is arranged for special post teachers (refer to the state and county "special post plan"), which shall be determined by the municipal (prefecture) and county (city, district and special zone) Education Bureau according to the conditions of applicants and job requirements.

(4) The teachers recruited are arranged in rural primary and secondary schools below the county level (excluding the county), among which the teachers recruited by the national "special post plan" are arranged in rural township (town) junior middle schools and central schools below the county level in principle, and a school is arranged with no less than 3 people in principle.

Four. Recruitment procedure

The recruitment of special post teachers shall be conducted in accordance with the procedures of announcing recruitment positions, registration, qualification examination, examination, admission, signing contracts and training.

Recruitment is divided into two stages. In the first stage, full-time undergraduate graduates from colleges and universities who meet the requirements for registration (the subjects to be registered must be consistent with their majors) and substitute personnel who have obtained teacher qualification certificates, are under 45 years of age, have been substituted for more than 5 years and are still in teaching positions in this county. Recruit other qualified personnel in the second stage. After the first stage of recruitment, the second stage of recruitment will be announced and entered.

The recruitment examination is divided into written examination and interview. The first stage of the exam is free of written examination and only interviews; The second stage of the exam consists of a written test and an interview. The written test is organized by the province. Written examination, marking, score statistics, interview, physical examination and admission are organized by the Municipal Education Bureau.

(a) the first stage of recruitment (free of written examination personnel recruitment)

Registration time: May 20091August-May 19.

(4) Substitute teachers and substitute teachers with more than 5 years' teacher qualification certificates issued by education administrative departments at or above the county level.

(5) Download from Guizhou Education Network (www.gzsedu.cn) and fill in the Registration Form for Special Post Recruitment of School Teachers in Rural Compulsory Education in Guizhou Province in 2009.

2. Qualification examination

After the candidates pass the qualification examination, they enter the interview session. For those who have passed the qualification examination, the "special post plan" county should establish an application file.

3. Interview and physical examination

Interview time: May 20 -22, 2009. The total interview score 100, 60 points is qualified. The specific methods and scoring standards for interviews shall be formulated by the municipalities (regions).

Physical examination time: May 22nd-25th, 2009. According to the national and county-level "special post plan" categories and the ratio of recruitment 1: 1.3, the education bureaus of cities (prefectures) determine the medical examiners from high scores to low scores among the qualified interviewees. The physical examination is carried out in the hospital designated by the municipal (state, prefecture) Education Bureau.

4. Admission and signature

Only those who pass the interview and physical examination can enter the admission process. The admission principle is from high score to low score according to voluntary reporting and interview results. Undergraduate graduates who meet the requirements of exemption from written examination are unsuccessful in the counties they apply for, and the city (prefecture) education bureau will adjust them in time in the "special post plan" of the counties under its jurisdiction according to their second choice. According to the vacancy situation after adjustment in various places, under the coordination of the province, cities (prefectures) can make cross-city (prefecture) adjustment for those who meet the recruitment conditions of the national "special post plan" according to their willingness to adjust.

The successful candidate must sign an employment contract with the "special post plan" county within the time specified by the city (state, prefecture). Anyone who does not sign the contract is deemed to have given up the qualification for admission. The employment contract of fresh graduates who have not obtained the graduation certificate at the time of registration is naturally terminated.

5. Report and publish the signing list of the first-stage recruitment and admission.

City (state, prefecture) Education Bureau will complete the admission and signing of the first-stage recruitment before May 29th. On June 3rd, the city (state, prefecture) shall submit the first-stage admission contract list (see Annex 3 for the style) and the second-stage recruitment position (see Annex 1 for the format) of the city (state, prefecture) to the Teachers' Office of the Provincial Education Department by e-mail (gzsfchu @ 126.com); QQ:171153751) was released on Guizhou Education Network on June 5th after being audited by the province.

(2) The second stage of recruitment

1. Registration time: June 8-June 2009 18.

Applicants must log on to Guizhou Education Network (www.gzsedu.cn) to download and fill in the Registration Form for Special Post Recruitment of School Teachers in Rural Compulsory Education Stage in Guizhou Province in 2009 (the subjects to be registered must be the same as or similar to their major). Then submit the completed application form together with a copy of the following materials to the county education bureau before the registration deadline (if it is sent by post office, it must be sent by express mail before June 10).

Materials to be submitted for registration:

(4) Teachers' qualification certificates for graduates of non-normal majors and secondary normal majors who apply for the "special post plan" at the county level.

(5) The qualification certificate of substitute teachers and the certificate issued by the county education bureau that the substitute teachers have been in the county for more than 2 years and are still in teaching posts.

2. Preliminary qualification examination

Candidates who have passed the qualification examination of the "Special Post Plan" County Education Bureau are eligible for the examination.

After the "special post plan" county conducts qualification examination and signs opinions, it must establish an application file (after being hired, this file will enter the personal file of the "special post plan" teacher), and report the list of qualified personnel in the preliminary examination (including the text with official seal and Excel spreadsheet, see Annex 3 for the style) to the municipal (state, prefecture) Education Bureau. City (prefecture) Education Bureau will submit the list of qualified personnel in the preliminary examination together with the local examination arrangement to the Normal Department of the Provincial Education Department by e-mail before June 26. After June 29th, the Provincial Department of Education published the list of qualified personnel in the first trial and the examination arrangements provided by various places on Guizhou Education Online for the applicants to inquire.

3. Get the admission ticket and check the exam arrangement.

After June 29th, those who pass the preliminary examination must check the specific examination arrangement on Guizhou Education Network and download and print the admission ticket.

4. The examination is divided into written examination and interview. The total score of written test and interview is 100, and the total test score is calculated according to the written test score accounting for 80% and the interview score accounting for 20%; The total test score is calculated as 100, that is, "the total test score = written test score ×80%+ interview score ×20%".

(1) written test

Written test content: The written test questions are divided into Chinese, mathematics, English, physics, geography, music, art, physical education, mental health, political history and biochemical topics. Candidates who apply for political history subjects take political history questions; Candidates who apply for biology, chemistry, primary school science and other disciplines are candidates' test questions; Candidates who apply for information technology take math test questions. The total score of each set of questions is 100, including 70 points for professional knowledge and 30 points for teachers' comprehensive quality. Professional knowledge includes basic professional knowledge from high school (normal school) to university stage, with university stage knowledge as the main knowledge. Teachers' comprehensive quality includes the basic requirements of professional ethics training for primary and secondary school teachers, basic knowledge of specialized pedagogy and educational psychology, and domestic current affairs and politics from September 2008 to May 2009.

Written test time: July 1 1 9: 00 am-11:30.

Location of written test: There are 8 test sites in the province. Candidates must take the admission ticket and ID card to the seat of the municipal (state, prefecture) government (administrative office) of the first volunteer county to take the exam.

Written test results and the list of interviewers are announced: The written test results are summarized by the municipal (state, prefecture) education bureaus, and the interviewers are determined according to the national and county "special post plan" categories and the recruitment ratio 1: 1.5. The candidates are divided into study subjects and disciplines, and the interviewers are determined according to the written test results from high to low.

The education bureaus of cities (prefectures) shall submit the written test scores of all applicants and the list of interviewers by e-mail before July 2 1 (see table 3 for the style), and the provincial education department will publish them on Guizhou Education Network after July 23, and candidates can check by the admission ticket number and ID number.

Applicants who have not been identified as interviewers should always pay attention to the supplementary information about interviewers on Guizhou Education Online, so as to make up the interview in time.

(2) Interview

Candidates who enter the interview scope must be interviewed at the time and place specified in the "special post plan" county. You must accept the qualification review before the interview, and you can participate in the interview only after passing the review. The second interview must provide the original materials submitted at the time of registration and hand in three recent bareheaded photos with the same background 1 inch. The specific methods and scoring criteria of the interview are the same as those of the first-stage recruitment. Specific interview arrangements can be found on Guizhou Education Network.

The interview must be completed before August 3rd. Those who have not entered the interview list will wait according to the prescribed procedures.

Step 5 have a physical examination

According to the "special post plan" counties, the people who take part in the physical examination are divided into learning subjects and disciplines, and the total test scores are determined according to the proportion of the number of recruits 1: 1.3 (when the number of candidates is lower than the number of recruits, all of them will enter the physical examination). The physical examination is carried out in the hospital designated by the municipal (state, prefecture) Education Bureau. The physical examination must be completed before August 8.

6. Admission and signature

Those who have passed the interview and physical examination must be admitted according to the county classification, registration period and subjects of the "special post plan" (refer to the national "special post plan" and the county-level "special post plan"), according to the total score of the exam from high to low. Applicants must sign an employment contract with the "special post plan" county after admission. Anyone who fails to sign an employment contract within the specified time shall be deemed to have waived his admission qualification.

Admission and signing must be completed before August 13.

7. Report and publish the list of contracted personnel.

City (prefecture) Education Bureau will summarize and review the list of contracted personnel in the first stage and the second stage (including the text with official seal and Excel spreadsheet, see Schedule 3 for the style) and submit it to the Normal Department of the Provincial Education Department by mail and e-mail before August 17. After the provincial audit, it will be published on Guizhou Education Network on August 20th.

Verb (abbreviation for verb) Pre-job training and registration

Personnel who have signed employment contracts must participate in the pre-job training organized by the provincial unified organization and implemented by the municipal (prefectural) Education Bureau before August 26. The specific training time is determined by the municipal (state, prefecture) Education Bureau. After passing the training, the city (prefecture) Education Bureau will issue the post certificate of special post teachers in 2009. The admitted personnel must hold the post certificate of the special post teacher in 2009 and report at the time specified in the "special post plan" county. Those who fail to do it within the time limit are deemed to have given up automatically, and the counties with "special post plan" can investigate their relevant responsibilities according to the employment contract.

Relevant requirements of intransitive verbs

(1) Education bureaus of cities (prefectures) and counties (cities, districts and special zones) must ensure the completion of this year's conscription task. In the recruitment process, if you are not on duty after signing the contract, you must make up the records in time according to this recruitment method.

(2) Applicants must be responsible for the authenticity of the certificates, certification materials and personal information provided. In the recruitment process, if any of the following circumstances is found, the recruiting unit may cancel its qualification until the contract is terminated.

1. Having a criminal record, being recognized as a criminal suspect by judicial organs or having other serious violations of law and discipline.

2. Forge relevant certificates and certification materials or engage in other fraudulent acts.

3. There are others who don't meet the requirements.
