Tianjin issued a notice on issues related to school fees during epidemic prevention and control. If the education and teaching plan is clearly completed according to the regulations, tuition fees can be charged according to the charging standard. If the school does not start or start classes, tuition fees may not be charged in advance, and kindergartens are not open, and no teaching fees may be charged; Accommodation fees shall not be collected in advance across academic years or semesters, and accommodation fees shall not be collected in advance without accommodation.
In view of the recent problems that individual schools and kindergartens charge tuition fees (teaching fees) and accommodation fees in advance before starting classes, the Office of the Leading Group for the Control of Arbitrary Charges in Education of the Ministry of Education reminded local education authorities to guide schools and kindergartens at all levels to do a good job in the management of school fees during the epidemic prevention and control period.
During the epidemic period, the charges are as follows:
First, tuition fees (teaching fees) shall not be collected in advance across academic years or semesters. All localities should resume classes in accordance with the unified arrangements of the local people's government on epidemic prevention and control work, and tuition fees (teaching fees) shall not be charged in advance if classes are not started or not started.
Two, accommodation fees shall not be received in advance across academic years or semesters, and accommodation fees shall not be received in advance without accommodation. The accommodation fee charged according to the academic year should be reasonably determined according to the actual accommodation situation. Specific measures shall be formulated by the provinces (autonomous regions and municipalities directly under the Central Government).
Third, all localities should conscientiously implement the Notice on Doing a Good Job in Student Financial Assistance during the Prevention and Control Period in novel coronavirus (J.F.F. [2020] No.30), fully implement various student financial assistance policies, and increase financial assistance to students from poor families who are sick and affected by the epidemic by reducing or exempting tuition fees and accommodation fees or granting temporary living allowances.
Four, the school shall not add fees in the name of epidemic prevention and control, expand the scope of fees, raise fees, illegal fees.
