Education is a basic right of China citizens, and equal enjoyment of the right to education is clearly stipulated by law. However, due to the imbalance of economic and cultural development in various regions of China, there has been an imbalance in education, and people's right to education in some poor areas cannot be guaranteed. In order to solve this problem, the state and society have made great efforts, formulated relevant policies and systems, and launched the "Hope Project" to subsidize poor children who have dropped out of school so that they can return to school. Through legal, institutional and material assistance, citizens' equal right to education is gradually guaranteed.
