"Start Plan" is a large-scale, long-lasting and remarkable preschool education equal opportunity movement in the United States after World War II. It suggests compensatory education for children from "poor" families. Specifically, with the federal financial allocation, 4-5-year-old children from poor families with no cultural conditions will be accommodated in special preschool classes in public primary schools for one year.
