It is of far-reaching significance to set up a national security education day for all. First of all, it is conducive to the implementation of the "overall national security concept" put forward by the General Secretary. On April 5, 20 14, the General Secretary clearly put forward the "overall national security concept" at the first meeting of the Central National Security Council, which is the fundamental principle and policy for China to safeguard national security in the new era. According to the National Security Law, national security work should adhere to the overall national security concept, aim at people's security, take political security as the basis, take economic security as the basis, take military, cultural and social security as the guarantee, rely on promoting international security, safeguard national security in an all-round way, build a national security system, and take the national security road with China characteristics. Extensive public participation in the National Security Education Day will achieve good results in enhancing the overall national security concept.
Secondly, it is conducive to improving the legal awareness of the government and the public in safeguarding national security. Guided by the "overall national security concept", the National Security Law stipulates a series of national security systems different from the traditional national security concept, expands the connotation of national security to political, economic, cultural and social fields, and highlights that safeguarding national security is not only the task of specialized agencies, but also the obligation and responsibility of all state organs, social organizations and citizens. Through a series of activities on the National Security Education Day, the government and the public can effectively understand the requirements of the national security law, thus enhancing their sense of responsibility and improving their ability to safeguard national security.
Finally, it is conducive to enhancing the effect of popularizing the national security law. The National Security Law sets up the National Security Education Day for all, in order to popularize the national security knowledge to the public, and play a good publicity effect in a short time, so that more people can get in touch with and understand the national security legal knowledge, especially how to perform the duties and obligations of safeguarding national security according to law. Regarding the obligation of social organizations and individual citizens to safeguard national security, Article 77 of the National Security Law clearly stipulates the following aspects: (1) Abide by the relevant provisions of the Constitution, laws and regulations on national security; (two) timely report clues that endanger national security activities; (3) Truthfully providing known evidence of activities endangering national security; (four) to provide convenience or other assistance for national security work; (5) Providing necessary support and assistance to state security organs, public security organs and relevant military organs; (6) Keeping known state secrets; (seven) other obligations stipulated by laws and administrative regulations. In addition, the article also clearly stipulates that no individual or organization may commit acts endangering national security, and may not provide any financial assistance or assistance to individuals or organizations endangering national security.
It can be seen that the most important practical significance of establishing the National Security Education Day by the National Security Law is to mobilize the government and the whole society to participate in the work of safeguarding national security. Maintaining national security is closely related to everyone's vital interests, and taking people's safety as the purpose is also the core value of the "overall national security concept". Only when everyone participates and everyone is responsible can national security truly gain a huge popular base and have a solid institutional guarantee.
