First, the evaluation object:
It is planned to evaluate the kindergarten-level teachers (intermediate), primary and secondary school-level teachers (intermediate) and deputy high school teachers who meet the evaluation conditions.
Second, review the recommendation conditions.
(1) According to the Notice of the Office of Chishui Municipal People's Government of the General Office of Chishui Municipal Committee of the Communist Party of China on Printing and Distributing Several Opinions on Strengthening Education Management and Improving the Quality of Education and Teaching (No.22, Red Party Office [2065438+03]), applicants must be certified by the teaching and research section.
1. Apply to become a first-class teacher (having one of the following conditions or more during the employment period in recent three years):
(1) The average score of any unified examination subject exceeds the average score of similar schools or the average score of the whole city for more than two years.
(2) the average score, qualified rate and excellent rate of any subject in the unified examination for more than two years have increased by more than 3% (including 3%).
(3) the quantitative evaluation of non-unified examination subjects has been rated as "excellent" for more than two consecutive years.
2. Apply for a senior teacher (having one or more of the following conditions during the employment period in the past five years):
(1) The score of the unified examination subjects exceeds the average score of similar schools or the average score of the whole city for more than three years.
(2) The average score, passing rate and excellent rate of any unified examination subject for more than three years have increased by more than 5% (including 5%).
(3) the quantitative evaluation of non-unified examination subjects for more than three consecutive years is "excellent".

1. Old standard:
(1) According to the "Qualification Assessment Conditions for Middle and Senior Teachers in Primary and Secondary Schools (Kindergartens) in Guizhou Province (Trial)" issued by the Provincial Personnel Department and the Provincial Education Department (Qian Rentong [2007] No.86, No.87 and No.88); Vocational schools are still implemented according to the document Qian Rentong [1999]53 of the Provincial Personnel Department and the Provincial Education Department, and the basic conditions should meet the requirements of documents Qian Rentong [2007]86, 87 and 88.
(two) the evaluation of middle and senior positions of experimental technicians shall be carried out in accordance with the "Qualification Evaluation Conditions for Middle and Senior Positions of Experimental Technicians in Guizhou Province (Trial)".
(III) Primary and secondary school (kindergarten) teachers and experimental technicians are in accordance with Guizhou Province's Detailed Rules for the Implementation of the Regulations on the Trial Implementation of Middle School Teachers' Positions (for Trial Implementation), Qian Jiao Zi (1986)12, Qian Jiao Zi (1992) No.02 and
(4) A series of professional and technical posts, such as health, accounting and books, shall be implemented according to relevant evaluation conditions.
2. New standard: According to the Notice of the Department of Human Resources and Social Security of Guizhou Province and the Department of Education of Guizhou Province on Printing and Distributing the Conditions for Reporting and Evaluating the Qualifications for Professional and Technical Positions of Primary and Secondary School Teachers in Guizhou Province (Trial) (No.374 [2014] issued by Guizhou People's Social Welfare Department).
(4) According to the spirit of the document issued by Guizhou Teachers 17 1, in the recommendation evaluation, it is necessary to strengthen the service of education and teaching titles, strengthen the management of establishing a recommendation working group for the evaluation of professional and technical positions of school teachers, strictly review the relevant materials of the applicant's "Teaching Quality Evaluation Index System", and effectively improve the performance of teaching and educating people. Each school (park) shall make a detailed evaluation of the "teaching quality evaluation index system", report it to the municipal teaching and research office for examination and official seal, and file an investigation.
(5) According to the spirit of documentNo. [20 13]334 of Guizhou People's Social Welfare Department, professional and technical personnel who have taken root at the grassroots level (schools other than the Three Offices), engaged in their professional work and passed the annual assessment, have bachelor's degree, junior college degree and technical secondary school degree, and have worked at the grassroots level for 4 years, 6 years and 9 years respectively, can apply for intermediate professional and technical positions.
(6) The standard of Putonghua shall be implemented according to the document 19991February 15, and the provincial education department [2013] No.324.
(seven) in strict accordance with the provisions of continuing education hours in primary and secondary schools (kindergartens), those who fail to meet the prescribed hours shall not declare their qualifications for professional and technical positions at the next higher level. To apply for senior and intermediate professional and technical post qualifications, you must complete 360 hours of continuing education and provide proof of the results of the public compulsory subject "Mental Health and Psychological Debugging". Teachers should have a new teacher training certificate for the first time.
(eight) three primary and secondary school (kindergarten) teachers to declare, evaluation and employment of middle and senior professional and technical positions, must participate in the computer application ability test. The applicant's application materials need to provide the computer certificate or computer reference certificate (admission ticket) of the current year. If you can't provide computer-related certificates before July 3 1, the application materials will not be accepted. The foreign language conditions for professional titles shall be implemented according to the documentNo. [20 14]705 issued by Guizhou People's Social Welfare Department.
(IX) The papers involved in this professional title evaluation are strictly in accordance with the spirit of the Document Circular on the Irregular Issues of Academic Journals in Professional Title Evaluation No.2014 of the General Office of Guizhou Provincial Department of Education (Guizhou Education Office (2065438+05) No.6).
(ten) teachers who support rural schools or work in rural schools may apply for the qualification examination of teachers at the next higher level one year in advance during their tenure, and the specific requirements shall be implemented according to the examination conditions. Teaching time is calculated by academic year. Township (town) rural schools are not allowed to issue certificates or fill out teaching evaluation forms at will. If they cheat, once verified, the school will be held accountable.
(11) According to the spirit of the document [20 15]9 1, and according to the ratio of the number of vacancies of deputy senior professional and technical posts determined by grass-roots institutions to the number of recommended people 1: 1, recommend the evaluation of middle school deputy senior grass-roots units. The job needs to be notified separately after the number of posts in the grass-roots deputy high school of Chishui Municipal Bureau of Human Resources and Social Security is determined.

Third, the work measures
(a) in order to strengthen the leadership of this work, the Municipal Education Bureau set up a title leading group with the director as the leader and other leaders of the bureau as members. Schools should set up a leading group for recommendation and evaluation of professional and technical positions, which is composed of representatives of the party, government, industry, youth league and teachers. The leading group must do a good job in policy interpretation, carefully verify the applicant's materials, and report the qualified recommendations to ensure the quality of recommendation review.
(II) According to the spirit of provincial and local documents and the reality of our city, the number of applicants this year is not limited by the number of posts (except junior high schools recognized at the grass-roots level), and schools must formulate a work plan for the recommendation and evaluation of professional and technical posts, strictly check and evaluate them, and those that do not meet the requirements of teaching achievements and evaluation conditions shall not be reported.
(3) The term of office of persons recommended for promotion to professional and technical positions shall be calculated as 20 15 12 3 1, and the term of office shall be subject to the appointment time. The materials submitted must be the performance and achievements since taking up the present position.
(four) all units should do a good job in the disclosure of documents and evaluation materials in accordance with the requirements of open government affairs. Let teachers prepare in time, understand the requirements of relevant evaluation policies, application processes, application materials, etc., and truly hand over the right to declare qualifications to individuals.
(5) Teachers who have been promoted to middle and senior positions should teach the open classes attended by members of the recommendation team, and the recommendation team will evaluate the teaching level and sign the "unit recommendation column" in the evaluation form, and report it after review. When the school recommends the applicant, it must review or publicize its materials and the list of applicants, and accept supervision by the masses. Those who resort to deceit and violate the law and discipline in the evaluation work should be severely punished and informed.
(6) Teachers in junior middle schools of nine-year schools who meet the qualifications of middle school teachers may declare and evaluate their positions as middle school teachers. Teachers in private primary and secondary schools and kindergartens run by social forces who meet the requirements of teachers' posts may apply for evaluation and employment of corresponding teachers' posts. Primary school teachers teach in middle schools. Those who meet the requirements of middle school teachers can apply for the corresponding positions of middle school teachers. However, the application for promotion to the post of a middle school teacher at the next higher level shall be made according to special circumstances.
(7) 350 yuan was promoted as a senior middle school teacher, 250 yuan as an intermediate teacher, and 80 yuan as a junior and newly hired teacher. Schools are not allowed to increase fees and standards at will.
Four. Related requirements
(1) Each school shall submit the recommended evaluation materials to the Personnel Education Section of Chishui Education Bureau before July 28th, and submit the relevant list, the recommended evaluation work plan for professional and technical positions in our school, meeting minutes and publicity materials.
(2) All materials shall be filled in with the corresponding names after the title reform and transition, and the format of the information in the list shall not be changed, and shall be printed in strict accordance with the requirements. The annual evaluation form for the past five years should be loaded.
(three) the school should strictly review the promotion materials of professional and technical teachers, and those who do not meet the conditions will not be declared. Those who resort to deceit and plagiarize others' achievements, once verified, will be disqualified from reporting or appraised results, and will not be allowed to report appraised results within three years.
(four) where the recommended materials for the evaluation and employment of professional and technical positions in primary and secondary schools must be prepared in accordance with the requirements of the annex, and the catalogue and binding should be arranged in their order. All copies must be made on A4 paper, and the copies must be verified by the school, signed with "original audited, name and date of manager" and stamped with the official seal.
(five) the school evaluation materials should be submitted at one time, where the evaluation materials are not uniform, the filling is not standardized, and the content is seriously wrong, the evaluation is not recommended. If the audit is unqualified, the relevant materials will not be returned.
(6) The originals of relevant documents should be bagged separately. It is suggested that the information kit be packed in kraft paper bags with the original catalogue pasted on the surface. If there is any change or abnormality in the evaluation, please indicate it on the cover.
