The formation and development of educational technology is an important achievement of the development of modern educational science. The continuous development of modern science and technology and modern education endows the concept of educational technology with rich connotation and infinite vitality. The application of modern educational technology not only leads to profound changes in educational methods and teaching processes, but also changes teachers' thinking in analyzing and dealing with educational and teaching problems. With its unique charm, educational technology has not only gradually won the corresponding academic position in the educational discipline, but also become a catalyst to promote the reform of education and teaching within the scope of educational practice. For the majority of primary and secondary school teachers, facing the new situation of educational informationization and curriculum reform, technical ability naturally becomes an important part of their professional ability. According to the spirit of "Teachers Law of People's Republic of China (PRC)" and "Regulations on Continuing Education of Primary and Secondary School Teachers", in order to implement the action plan for revitalizing education from 2003 to 2007 approved by the State Council, cooperate with the basic education curriculum reform and the implementation of modern distance education plan in rural primary and secondary schools, and improve the educational technology ability level of primary and secondary school teachers, the Ministry of Education decided to start the national plan for building educational technology ability of primary and secondary school teachers, which was implemented in April 2005.

The purpose of the Ministry of Education's implementation of this plan is: based on the Standards of Educational Technology Ability of Primary and Secondary School Teachers (Implementation), aiming at comprehensively improving teachers' educational technology application ability and promoting the effective application of technology in teaching, establishing a system of teachers' educational technology training and examination certification, organizing and carrying out educational technology training with the integration of information technology and disciplines as the main content, and comprehensively improving teachers' ability to implement quality education.

According to the relevant documents of the Ministry of Education, the plan is divided into two parts: training and examination, of which the examination part is organized and implemented by the examination center of the Ministry of Education.

The overall deployment of the Ministry of Education to carry out this plan is to organize some provinces and cities to carry out pilot projects in 2005. It was launched nationwide in 2006. By the end of 2007, most of the more than 10,000 primary and secondary school teachers in/kloc-0 participated in the training and the national unified examination.
