It is the basic interest of the country and the objective state of a country without danger, that is, there is no external threat and infringement, and there is no internal chaos and disease. Contemporary national security includes 10 basic contents: national security, territorial security, sovereign security, political security, military security, economic security, cultural security, scientific and technological security, ecological security and information security. One of the most basic and core is national security.
20 14, 1 "learning for national security-research on the exploration process and some problems of national security discipline" expands the elements of contemporary national security system to twelve, and constructs the map of contemporary national security system.
To make "national security science" truly become a science, a minimum prerequisite is to make a strict logical analysis of the concepts involved in this discipline and give each concept an accurate and strict definition according to the requirements of logical methods. This task needs to be completed step by step through our long-term unremitting efforts.
Article 2 of the National Security Law of People's Republic of China (PRC) (20 15): "National security refers to the ability of state power, sovereignty, unity and territorial integrity, people's well-being, sustainable economic and social development and other major national interests to be relatively free from dangers and internal and external threats, and to ensure a continuous state of security."
The National Security Science explains the concept of "national security" as follows:
National security means that a country is in an objective state without danger, that is, the country has neither external threats and violations, nor internal chaos and disease.
This is the basic meaning of national security.
First of all, national security is an objective state in which the country is free from external threats and violations.
The so-called external threats and violations can be roughly divided into two categories: threats and violations of external nature and threats and violations of external society. However, because national security is a social phenomenon, external threats and violations against a country mainly refer to threats and violations caused by the existence of other societies outside a country. From the perspective of threats and infringers, such external threats and infringements include: (1) threats from other countries; (2) Threats from non-state external social organizations and individuals, such as threats and violations of a country by some international or regional organizations; (3) Threats and violations caused by foreign and domestic forces, such as threats and activities of domestic rebel groups abroad.
Secondly, national security is an objective state in which the country is free from civil strife and disease.
The forces that endanger a country's survival not only come from outside a country, but also often come from inside a country. Domestic chaos, turmoil, riots, riots and other forms of diseases will directly endanger the survival of the country and cause national insecurity. Therefore, national security must include the requirement that there is no internal chaos and disease. It's just that without external threats and violations, the country may not be safe.
Third, only when there are no internal and external hazards can the country be safe. Therefore, only the unity of these two aspects is the unique attribute of national security.
No matter "no external threat" or "no internal chaos", it is not the unique attribute of national security, so it is impossible to completely distinguish national security from national insecurity. It is one-sided and ineffective to define national security only from either of these two aspects. However, if these two aspects are combined and expressed as "no external threats and violations, no internal chaos and diseases", then this separates national security from national insecurity, thus grasping the unique attributes of national security, thus forming a true and effective definition: "National security is an objective state in which a country has neither external threats and violations, nor internal chaos and diseases".
In the book "Learning for National Security —— Research on the Exploration Course and Several Issues of National Security Discipline" published by Jilin University Press in June, 20 14, the original author expanded the elements of contemporary national security to 12, and changed the original "territorial security" to "national security", thus making the elements of contemporary national security system unfold in turn.
