In order to implement the Action Plan of Education Revitalization for 2003-2007 approved by the State Council, cooperate with the curriculum reform of basic education and the implementation of modern distance education plan in rural primary and secondary schools, and improve the level of educational technology ability of primary and secondary school teachers, the Ministry of Education decided to launch the National Plan for Building Educational Technology Ability of Primary and Secondary School Teachers, which was implemented in April 2005.
