What is the teacher-student ratio for setting up full-time counselors in colleges and universities?
A few days ago, the Ministry of Education revised and promulgated the "Regulations on the Construction of Counselors in Colleges and Universities" by ministerial order, which came into effect on 20171kloc-0/. The "Regulations" point out that colleges and universities should set up full-time counselor posts according to the overall teacher-student ratio of not less than 1:200, and be fully equipped according to the principle of combining full-time and part-time and highlighting special skills.

The "Regulations" further clarify the identity of full-time counselors in colleges and universities, which refers to those who are engaged in the daily ideological and political education of college students in colleges (departments), including full-time staff such as deputy secretary of the Party Committee (General Branch of the Communist Youth League), student leader, secretary of the Communist Youth League Committee (General Branch of the Communist Youth League), and have dual identities as teachers and managers.

According to the regulations, colleges and universities can select a certain number of part-time counselors from excellent full-time teachers, administrators and graduate students. The workload of part-time counselors is approved by 1/3 of that of full-time counselors. The regulations also emphasize that the principle of "equal pay for equal work" should be adhered to, and the employment of college counselors should refer to the treatment and guarantee of full-time teachers.

According to the "Regulations", colleges and universities around the country should incorporate counselor training into the overall planning of teacher and cadre training. It is necessary to establish a national, provincial and tertiary counselor training system to ensure that each full-time counselor participates in school-level training for no less than 16 hours every year and participates in 1 national or provincial training every five years.
