First, the relevant policies of professional and technical qualification review

(a) the scope and procedures of professional and technical qualification evaluation, in accordance with the "measures for the implementation of the reform of the title system in Inner Mongolia Autonomous Region" (No.46 [2004] of Mongolia Autonomous Region) and the "Trial Measures for Professional and Technical Qualification Evaluation" (No.32 [2005] of Mongolia Autonomous Region). Professional and technical personnel of non-public enterprises can apply for socialized or non-public series of professional and technical qualifications.

(2) Evaluation conditions for professional and technical qualifications. The series of relevant documents issued since 1993 will continue to be implemented. If there is any new revision, the revised evaluation conditions will be implemented.

(3) The requirements for the professional title foreign language and computer application ability examination shall be implemented in accordance with the Interim Provisions of the Inner Mongolia Autonomous Region for Professional Title Foreign Language Examination (No.60 [2007] of Inner Mongolia Autonomous Region) and the Interim Provisions of the Inner Mongolia Autonomous Region for Computer Application Ability Examination (No.6/kloc-0 [2007] of Inner Mongolia Autonomous Region). Foreign language and computer level require candidates to pass the registration examination in this unit. To participate in the primary professional and technical qualification evaluation and new professional and technical positions, you must provide a computer application ability examination module, which is optional by the candidates.

(4) The relevant requirements for continuing education shall be implemented in accordance with the Opinions of Inner Mongolia Autonomous Region on Continuing Education for Professional and Technical Personnel 20 1 1 (No.50 [20/kloc-0]). Professional and technical personnel who apply for high and intermediate professional and technical qualifications must complete public and professional courses of continuing education in the past three years, with a total class time of 120; Professional and technical personnel who apply for primary professional and technical qualifications shall participate in public and professional courses of continuing education in the past three years, with a total class time of 96 hours; Professional and technical personnel who have reached the age of 55 for men and 50 for women are not required to continue studying hours when applying for professional and technical qualifications; Professional and technical personnel who have reached the age of 50 for men and 45 for women only need to complete one year's study in the past three years, and the class hours can reach one third of the required class hours. Personnel transferred from government agencies to enterprises and institutions shall complete the annual continuing education hours from next year. The certification of continuing education certificate shall be handled by the competent departments of various industries to the human resources and social security departments at all levels, and the Certification staff roster with official seal shall be provided when handling. In the applicant's materials, the original certificate of continuing education in the past three years and a copy of the relevant pages of the certificate of continuing education should be provided. (five) professional and technical qualification examination papers in accordance with the requirements of various series of evaluation conditions. Not only should the number and level of papers be met, but they must also be published in academic journals approved by the administrative department of press and publication of the state or autonomous region; Papers published in supplements, special issues, special issues, and collections of essays, and papers of non-professional or similar majors shall not be used as the basis for the evaluation of professional and technical positions.

Professional and technical personnel working at or below the county level will not be required to publish the provided papers when applying for a higher professional and technical qualification, but pay attention to their actual work experience and performance.

(6) When professional and technical personnel in Hulunbeier City, Hailaer District (excluding towns) and Manzhouli City apply for professional and technical qualifications, their professional titles, foreign language proficiency tests and thesis requirements cannot be implemented in accordance with the policies of Qixian County.

(seven) in the evaluation conditions of various series of advanced professional and technical qualifications, where the expression is "graduated from a university and obtained the intermediate qualification of this major for more than five years", it is amended as "graduated from a university and obtained the intermediate qualification of this major for more than five years"; Where the expression is "graduated from a junior college and obtained the intermediate qualification of this major for more than seven years", it is amended as "graduated from a junior college and obtained the intermediate qualification of this major for more than seven years".

In the evaluation conditions of various series of intermediate professional and technical qualifications, the requirements for academic qualifications and professional and technical qualifications are similar to the above provisions.

(8) The conditions for health series Mongolian medical (pharmaceutical) apprentices to apply for the post of chief medical (pharmaceutical) teacher are as follows: after leaving school, Chinese and Mongolian medical (pharmaceutical) apprentices have been engaged in Chinese and Mongolian medical (pharmaceutical) work for more than 30 years and obtained the qualification of deputy chief medical (pharmaceutical) teacher for more than 5 years; The conditions for applying for the position of deputy chief physician (pharmacist) are: after the apprenticeship of Chinese and Mongolian medicine (pharmacist) expires, they have worked in Chinese and Mongolian medicine (pharmacist in charge) for more than 25 years and obtained the qualification of attending physician (pharmacist in charge) for more than 5 years.

Two. Requirements of application materials

(a) the applicant should carefully fill in the "professional and technical post qualification evaluation form" and "professional and technical qualification submission form", and the contents, achievements and related documents, certificates and foreign language and computer examination transcripts provided must be true and effective. Fill in the Submission Form of Professional and Technical Position Qualification with A3 paper, and use A4 paper for the Evaluation Form of Professional and Technical Position Qualification and the attachment of application materials. The work unit and competent department of each applicant in the applicant roster must be filled in. The attachments of the application materials should be bound into volumes, otherwise they will not be accepted.

Counties and cities submit materials, and each person's application bag is tied with the original bag, in which the application materials for primary and secondary schools (in the order of the roster) and the application materials for non-primary and secondary schools (in the order of the roster) are tied or boxed separately. Directly under the municipal government, large enterprises and other units need to submit application materials bags and original bags in bundles according to the order of roster.

The applicant's unit shall post the professional and technical qualification submission form of all applicants on the wall for publicity, and the column of "work experience" in the professional and technical post qualification evaluation form must be stamped with the audit chapter of the applicant's personnel archives department. "Publicity" column should indicate publicity, and affix the official seal of the unit. When submitting the application materials, all flag cities, departments and units should have a special report on the overall situation, including professional classification, number of people, preliminary evaluation, publicity (time, place and results) and statistical tables (see Annex).

(2) All localities, departments and units should receive the application materials for examination and approval in strict accordance with the requirements of relevant documents, carefully examine the authenticity of the contents and achievements provided by the applicant and relevant documents and certificates, as well as the original transcripts of foreign language and computer examinations, so as to ensure that the responsibility lies with the person, who examines, who signs and who is responsible. If the applicant is found to be fraudulent, his declaration qualification shall be cancelled, and he shall not participate in the professional and technical qualification assessment within three years, and shall be notified within the city. (III) The evaluation materials of each flag city shall be audited, signed and sealed by the Human Resources and Social Security Bureau (Personnel Bureau) of each flag city, and all the originals corresponding to each application material shall be reported to the Technical Department of the Municipal Bureau of Human Resources and Social Security, and the Technical Department shall conduct a certain percentage of spot checks according to the number of people reported in each flag city.

After the preliminary examination by the competent department, the application materials of municipal units and large enterprises shall be stamped with the name of the auditor's chapter and the official seal of the competent bureau on the copied materials, and the corresponding originals shall be brought to the Municipal People's Social Security Bureau for examination.

Honors and awards such as performance achievement award, scientific and technological progress award and business award of industry departments (including excellent teachers, educators, academic leaders, excellent class teachers, etc.). All departments and units involved in each application should be accompanied by relevant documents, newspaper publicity and other supporting materials, otherwise it will not be recognized. In the audit, if there is any objection to the academic qualifications, you must also provide your own student status.

(4) All regions and municipal departments should carefully enter and proofread the roster of applicants, and the applicants' work units should fill in the full name (or standardized abbreviation). Personal information in the advanced qualification applicant roster (paper and EXCEL electronic version) must be accurately entered, and the date of birth must be entered in the format of "xxxx/xx" (for example, the date of birth is1July 965, and the entry format is "1965/07"). The electronic version of VFOR applying for advanced qualification need not be submitted again this year, but the information in the electronic version of EXCEL must be entered completely and accurately; To apply for the roster of intermediate and junior qualified personnel (paper and VFOR electronic version), the entry format of the date of birth must be "XX△△△" (if the date of birth is1July 965, the entry format is "6507"); If personal information (date of birth, name, gender, etc. ) Fill in the wrong, which directly leads to the wrong certificate issued by the human society department, and the flag city and department where it belongs shall be responsible for going to the human society department for reissue.

When filling in the roster of primary and secondary school teachers' series of applicants, we should first classify them according to their majors, and then arrange them together. For middle school teachers, you must also mark "high school" or "junior high school" before your current professional name. Primary school teachers are only allowed to fill in a clear major in the column of current major, such as "primary school Chinese" or "primary school mathematics". Put an end to filling in vague majors such as "primary school language number". The contents of the column "now engaged in major" on the cover of the application materials folder should be consistent with the contents of the column "now engaged in major" in the electronic version. Health series application materials should be filled in according to the classification of operation, non-operation, nursing, prevention, pharmacy, Chinese and Mongolian medicine and family planning.

The application materials for intermediate professional and technical qualifications in this Municipality are similar to those for senior professional and technical qualifications. A copy of the application form for professional and technical qualifications shall be submitted, and the contents and forms filled in shall be the same as those for senior professional and technical qualifications.

Each flag city should publicize the roster of all applicants in the flag city on the website of the People's Social Security Bureau or the government at the same time of reporting the materials, and report the problems and modification information reflected after publicity to the professional and technical personnel management section of the Municipal Human Resources and Social Security Bureau in a timely manner.

Three. Requirements for reporting exceptions

Establish a "green channel" for the evaluation of professional titles of high-level talents, and establish an exceptional reporting system for relevant high-level talents, so as to give full play to the incentive role of professional titles in attracting and using talents.

(a) those who meet one of the following conditions may apply for a higher level of professional and technical qualification without being restricted by academic qualifications, qualifications (years of professional and technical qualifications), foreign language and computer application ability examinations and other conditions. :

1. "Government Special Allowance Expert" awarded by the State Council;

Two national "young and middle-aged experts with outstanding contributions";

3. National candidates for the "Hundred Million Talents Project" in the new century;

4. Candidates for the "Grassland Talents" project introduced by the autonomous region;

5 "Autonomous Region Outstanding Talents Award" winner;

Six "young and middle-aged experts with outstanding contributions" in the autonomous region;

7 autonomous region "scientific and technological personnel who have made outstanding contributions in the front line of industry, agriculture and animal husbandry production";

8 winners of the National Science and Technology Achievement Award or the first prize at the provincial and ministerial level;

9. Working at and below the county level, won the first prize of scientific and technological achievements in the Union City and the first prize of the industry in the autonomous region.

10. The pillar industries of the autonomous region are in urgent need of talents and special talents with special contributions in special industries approved by the Department of Human Resources and Social Security of the autonomous region.

Among them, the department of human resources and social security of the autonomous region can also organize experts to directly identify the professional and technical qualifications of the corresponding level according to their performance.

(two) meet one of the following conditions, can not be limited by academic qualifications (professional and technical qualifications), to declare a higher level of professional and technical qualifications:

1. First-and second-level candidates of "New Century 32 1 Talent Project" in the autonomous region;

2. Winners of provincial and ministerial second prizes for scientific and technological achievements;

3. As the backbone of the enterprise, introduce new technologies and develop new products for the enterprise, fill the gaps in the autonomous region, win the quality product award at or above the provincial and ministerial level, and achieve remarkable economic benefits (the economic benefits must be proved by the local finance and taxation department);

4. Those who have won more than three achievement awards in large enterprises and achieved remarkable economic benefits (the economic benefits must be proved by the local finance and taxation department).

(three) the doctoral degree winner can directly declare the associate senior professional and technical qualifications, and there is no requirement for the degree acquisition time when applying for the associate senior professional and technical qualifications.

(four) from the party and government organs transferred to enterprises and institutions, for the first time in three years to apply for professional and technical qualifications, can not be restricted by professional and technical qualifications, but must meet other evaluation conditions.

Four, about the progress requirements of professional and technical qualification declaration

All flag cities and departments should arrange the work progress of each link in this year's title declaration in strict accordance with the following time requirements, pay close attention to implementation, and ensure that the 20 1 1 annual title evaluation work is carried out in an orderly manner.

(1) All flag cities, departments and units shall complete the publicity, reception, review and submission of application materials for senior professional and technical qualifications before April 20 1 1 4. It is necessary to complete the publicity, reception, review and submission of the qualification materials for middle and junior majors before June 16 (see the annex for the specific submission schedule of the application materials of various departments and regions).

(2) The reporting time of non-public high and intermediate professional and technical qualification materials will be notified separately.

Verb (abbreviation of verb) Other requirements

(a) on the promotion of professional and technical qualifications of retirees. According to the Notice of the former Ministry of Personnel (No.30 [1997]), retirees are no longer qualified for professional and technical positions in principle.

Retirees who continue to engage in professional and technical work in other enterprises or social organizations and meet the promotion conditions of professional and technical qualifications shall be recommended and declared step by step according to the principle of territoriality of their work units. Professional and technical qualifications after promotion are not linked to retirement wages and benefits.

(II) The application materials for professional and technical personnel of non-public units to participate in social assessment can be declared through the talent exchange center of the Ministry of Human Resources and Social Security, the Federation of Industry and Commerce or the centralized industry association where my files are stored. Units directly under the Central District in Hulunbeier shall participate in the review in our city, and shall issue a power of attorney from the competent department of the unit.

(III) Professional and technical personnel who come to work in our city from units directly under the central government, other provinces and cities, and the army through organizational mobilization, job placement, or individual autonomy, and their professional and technical qualifications obtained by the jury authorized by the personnel department outside the province (army) can only be used in our city after being examined and approved by the human resources and social security department and renewed according to the professional title evaluation policy of the autonomous region.

(four) professional and technical personnel need to be transferred to the series (professional) review due to job changes, and must work in the new post for more than one year, and can apply for the same level of professional and technical qualifications in the new series (professional) after examination; Failing to obtain the new series (professional) professional and technical qualifications as required, it is not allowed to directly declare and review the qualifications of the new series (professional) senior professional and technical positions.

(V) Relevant requirements of teacher series

1. Those who apply for teachers' professional and technical qualifications (including those who evaluate and employ teachers in colleges and universities at the same time) must obtain the corresponding teacher qualification certificate, and a copy of the teacher qualification certificate must be attached to the application materials; Urban teachers applying for senior professional and technical qualifications of primary and secondary school teachers should meet the relevant requirements of the Opinions on Developing Urban Teachers to Support Education in Rural and Pastoral Areas (No.36 [2008] of Internal Education) issued by the Education Department and the Personnel Department of the Autonomous Region.

2. Teachers in primary and secondary schools, technical secondary schools and technical schools who apply for high and intermediate professional and technical qualifications should provide corresponding professional files of teachers in the past three or five years, and the unit to which they belong should provide a description of the professional ethics performance and comprehensive teaching ability of the participating personnel since they took office.

(six) the relevant requirements of health series

1. Persons who require to apply for senior professional and technical qualifications in health series must comply with the Implementation Measures of Doctors in Urban Medical and Health Institutions in Inner Mongolia Autonomous Region (No.23 [2006] of Neiweifa). Notice on Conscientiously Doing a Good Job of Urban Doctors Going to the Countryside (No.68 [2007] of Nei Wei Fa) and Implementation Measures of Doctors Supporting Community Health Services in Urban Medical and Health Institutions of Inner Mongolia Autonomous Region (No.23) All medical institutions, maternal and child health care institutions, disease prevention and control institutions, large-scale tertiary hospitals in factories and mines, and affiliated hospitals of medical colleges organized by governments at or above the municipal level (there is no mandatory requirement for women over 50 years old and men over 55 years old) declare health. When applying for materials, provide a copy of the Examination Form of Inner Mongolia City Doctors Working in Primary Health Care Institutions or the Examination Form of Inner Mongolia City Doctors Supporting Community Health Work.

2. According to the spirit of the Notice of the Health Department and the Personnel Department of the Autonomous Region on Forwarding the Measures of the Ministry of Health and the Ministry of Personnel on Printing and Distributing the Qualification Identification and Practice Registration of Medical Professional and Technical Personnel (No.267 [1999]), medical practitioners are required to submit their practice certificates (registration certificates) and qualification certificates of health series senior professional and technical qualifications, and the application materials should be accompanied by a copy of the certificates.

(7) Civil servants engaged in translation, auditing, accounting, statistics, criminal technical reconnaissance of public security organs, technical reconnaissance of state security organs, etc. and staff of reference civil servant management units may participate in professional and technical qualification assessment upon personal application and the consent of their units, but they do not enjoy professional and technical post remuneration, and other personnel may not participate in professional and technical qualification assessment.

(eight) senior accountants, senior auditors, senior statisticians, public security criminal science and technology, technical reconnaissance and national security technical reconnaissance continue to implement the method of combining evaluation, and applicants must first obtain a national unified examination certificate. Among them, civil servants engaged in criminal science and technology, technical reconnaissance of public security organs and technical reconnaissance of state security organs declare professional and technical qualifications, and there is no requirement for professional titles, foreign languages and computer application ability tests.

(9) The initial evaluation (initial employment) of professional and technical qualifications shall be conducted in accordance with the spirit of the Notice of the former Ministry of Personnel on Printing and Distributing the Interim Provisions on Several Issues Concerning the Evaluation and Employment of Professional and Technical Positions in Enterprises and Institutions (19991February 3 1 day/kloc-0) Among them, assistant-level junior college graduates can be recognized after 3 years; University graduation 1 year can be recognized as an assistant, and graduate students can be recognized as intermediate after 2 years of graduation; Doctoral degree winners can be directly recognized as intermediate.

(10) All flag cities, departments and units should strictly implement the charging standards for professional and technical qualification evaluation approved by the autonomous region, and no unit or institution may charge separately. All flag cities, departments and units shall pay the evaluation fee to the Finance Office of Hulunbeier Municipal Bureau of Human Resources and Social Security when submitting the professional and technical qualification evaluation materials.

(11) Intermediate professional and technical qualification certificates are uniformly printed by the Municipal Human Resources and Social Security Bureau, and the human resources and social security departments and municipal departments of all flag cities, departments and units are responsible for centralized certification, and no individual or unit may obtain evidence by itself. (12) All flag cities, departments and units shall strictly implement the provisions of the autonomous region and Hulunbeier Municipality on the evaluation of professional and technical qualifications when carrying out the evaluation of primary professional and technical qualifications and hiring professional and technical positions at the beginning, and shall not raise or lower the conditions without authorization. For the first employment or primary professional and technical qualifications for the record, other series except primary and secondary schools must provide the original corresponding academic qualifications, and if there is a computer score requirement, the original computer transcript of at least one module must be provided.

(thirteen) the passing rate of intermediate professional and technical qualifications in our city shall refer to the passing rate of senior professional and technical qualifications in the autonomous region in principle.

(14) All flag cities, departments and units should recommend experts with profound academic attainments, decent work style, impartiality and ability to conscientiously perform their duties to the human resources and social security departments of Hulunbeier City before the end of May, and further enrich and improve the judges' library of senior professional and technical qualifications in the autonomous region and the judges' library of junior professional and technical qualifications in Hulunbeier City.

(fifteen) the application materials for senior professional and technical qualifications of primary and secondary school teachers and teachers in colleges and universities shall be submitted to the high jury of the autonomous region by the special technical department of the Municipal Human Resources and Social Security Bureau after being audited by the human resources and social security (personnel) departments at all levels.

(16) This year, the application materials for all professional series of senior and intermediate professional technologies in our city were reviewed and received by the Municipal Human Resources and Social Security Bureau, and were re-screened through preliminary evaluation and reported to the senior and intermediate professional and technical qualification review meeting.

(XVII) According to the spirit of the work arrangement of 20 1 1 regional professional title reform, the members of the senior and intermediate jury in primary and secondary schools and other professional series are randomly selected from the jury library by the human resources and social security (personnel) department before the review, and the jury office and the competent departments of various industries have no right to determine.

The evaluation of professional and technical post qualifications is policy-oriented and involves a wide range, which is related to the vital interests of the majority of professional and technical personnel and has high social concern. The urban human resources and social security departments and the competent departments of various industries should attach great importance to it, strengthen leadership, clarify responsibilities, carefully organize and implement it, and ensure the orderly development of professional and technical post qualification evaluation. To adhere to the openness of government affairs, strengthen the publicity of professional and technical qualification evaluation policies and regulations, so that the majority of professional and technical personnel understand the relevant policies and regulations, fully protect their right to know, participate and supervise, enhance the transparency of professional title work, gain greater understanding and support from all walks of life, and create a good social atmosphere for further improving the professional title reform in our city.
